PNP releases list of unrestricted provinces

THE Philippine National Police (PNP) will be issuing travel pass-through permit (TPP) to those traveling to an unrestricted area but have to go through a restricted area.

Lieutenant General Guillermo Eleazar, Joint Task Force Covid Shield commander, said there will be no requirement in getting a TPP unlike the travel authority.

“In order to ensure hassle-free travel, non-Apor should secure a TPP before their travel because they might be barred from passing through an LGU or LGUs with restricted travel policy. The TPP will spare them from this kind of scenario,” said Eleazar. A non-amor is a non-authorized person outside residence.

“Our Chief PNP, Police General Cascolan, has already instructed our all police commanders to ensure that the TPP would immediately be available upon request. But they should maintain a record for reference,” he added.

The TPP and travel authority are applicable in areas under general community quarantine (GCQ) and modified general community quarantine (MGCQ).

The TPP does not apply in areas under enhanced community quarantine (ECQ) and modified enhanced community quarantine (MECQ).

Here is the list of the unrestricted provinces, where a travel authority is no longer needed even for non-Apor and locally stranded individuals:

· Albay

· Camarines Sur

· Masbate

· Naga City

· Antique

· Capiz

· Iloilo City

· Bacolod City

· Cebu

· Negros Oriental

· Cebu City

· Mandaue City

· Lapu-Lapu City

· Biliran

· Samar

· Southern Leyte

· Tacloban City

· Cagayan de Oro City

· Davao Oriental

· Davao City

· South Cotabato

· General Santos City

Other provinces not included in the list remain restricted, which means a travel authority is needed.

The Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases earlier lifted travel restrictions for all local travels in a bid to spur the economy, which collapsed due to the coronavirus disease 2019 (Covid-19) pandemic.

Department of the Interior and Local Government Secretary Eduardo Año, vice chairman of the National Task Force on Covid-19, said local government units still have the authority to implement reasonable health safety protocols such as triage and quarantine measures for both Apor and non-Apor.
