More Luzon areas under storm signal 3; 'Rolly' moves closer to Bicol

THE state weather bureau warned residents of Bicol Region against "destructive typhoon-force winds," as it placed Catanduanes and the northeastern portions of Camarines Sur and Albay under Tropical Cyclone Wind Signal (TCWS) 3 due to Typhoon "Rolly."

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Rolly continues to move west-southwestward toward Bicol while maintaining its strength.

As of 1 p.m. Saturday, October 31, the eye of the typhoon was located at 410 kilometers east northeast of Virac, Catanduanes, with maximum sustained winds of 215 kilometers per hour (km/h) near the center and gusts of up to 265 km/h. It was moving west southwestward at 15 km/h.

With this, Pagasa raised TCWS 3 (121-170 km/h winds prevailing or expected in 18 hours) in Catanduanes, the northeastern portion of Camarines Sur (Tinambac, Siruma, Goa, Tigaon, Sagnay, San Jose, Lagonoy, Garchitorena, Presentacion, Caramoan, Sagnay), and the northeastern portion of Albay (Tiwi, Malinao, Tabaco City, Malilipot, Santo Domingo, Bacacay, Rapu-Rapu).

TCWS 2 (61-120 km/h winds prevailing or expected in 24 hours) was hoisted over the southeastern portion of Laguna (Santa Maria, Famy, Mabitac, Pakil, Siniloan, Pangil, Paete, Kalayaan, Lumban, Cavinti, Pagsanjan, Luisiana, Majayjay, Magdalena, Santa Cruz, Pila, Liliw, Nagcarlan, Rizal, Victoria, Calauan, San Pablo City, Alaminos, Bay), Quezon including Polillo Islands, Camarines Norte, the rest of Camarines Sur, the rest of Albay, Sorsogon, the northern portion of Masbate (Mobo, Milagros, Masbate City, Baleno, Aroroy, Mandaon, Balud) including Ticao and Burias Islands, Marinduque, and Romblon in Luzon, and Northern Samar in the Visayas.

TCWS 1 (30-60 km/h winds prevailing or expected in 36 hours) was raised over the rest of Masbate, Rizal, the rest of Laguna, Cavite, Batangas, Occidental Mindoro including Lubang Island, Oriental Mindoro, Metro Manila, Bulacan, Pampanga, Bataan, Zambales, Tarlac, Nueva Ecija, Aurora, Pangasinan, La Union, Benguet, Ifugao, Nueva Vizcaya, Quirino, and the southern portion of Isabela (Aurora, Luna, Reina Mercedes, Naguilian, Benito Soliven, San Mariano, Palanan, Dinapigue, San Guillermo, Echague, San Agustin, Jones, Cordon, Santiago City, Ramon, San Isidro, Angadanan, Alicia, Cauayan City, Cabatuan, San Mateo); as well as in the northern portion of Samar (Tagapul-An, Almagro, Santo Nino, Tarangnan, Catbalogan City, Calbayog City, Santa Margarita, Gandara, Pagsanghan, San Jorge, Jiabong, Motiong, Paranas, San Jose de Buan, Matuguinao), the northern portion of Eastern Samar (Taft, Can-Avid, Dolores, Maslog, Jipapad, Arteche, Oras, San Policarpo), and Biliran.

Pagasa said that based on the intensity forecast, the highest possible wind signal to be raised will be TCWS 4 (for very destructive typhoon-force winds).

Based on the forecast track, the center of Rolly is expected to pass over Catanduanes-mainland Camarines provinces area Sunday morning, and over mainland Quezon Sunday afternoon, November 1.

Violent winds and intense rainfall associated with the inner rainband-eyewall region will be experienced over Catanduanes, Camarines Provinces Sunday early morning through afternoon and over Quezon and the southern portion of Aurora Sunday afternoon through evening.

After crossing the Southern Luzon-Metro Manila area, the center of Rolly is forecast to exit the mainland Luzon landmass on Monday morning, November 2.

The weather bureau said Rolly is likely to remain a typhoon category (185-205 km/h) by the time it makes landfall.

During its traverse over Luzon, it is forecast to weaken considerably and emerge as a severe tropical storm or minimal typhoon over the West Philippine Sea.

Pagasa also warned against storm surge of more than 3 meters over the northern coastal areas of Quezon, including Polillo Islands, Camarines Provinces, and Catanduanes, as well as 2.1 to 3.0 meters over the coastal areas of Manila, Cavite, Bulacan, Pampanga, Bataan, the southeastern coastal area of Batangas and the southwestern coastal area of Quezon.

There will also be 1 to 2 meters storm surge over the coastal areas of Aurora, Zambales, Occidental Mindoro, the rest of the coastal areas of Bicol Region, Batangas, and Quezon in the next 24 hours which may result in life-threatening and damaging coastal inundation, Pagasa added.

"This storm surge may be accompanied by swells and breaking waves reaching the coast," it said.

Meanwhile, Tropical Depression "Atsani" was located at 1,655 kilometers east of Southern Luzon as of 10 a.m. Saturday, October 31. It was packing maximum winds of 55 km/h near the center and gusts of up to 70 km/h.

Pagasa said Atsani is forecast to enter the Philippine area of responsibility Sunday afternoon, but it remains less likely to affect any portion of the country over the next two to three days. (LMY/SunStar Philippines)
