Minors, elderlies can get QR code but can't go out anytime

MINORS and senior citizens can still get the SafeDavao QR Code (DQR), but they can only go out for essential purposes, Davao City Mayor Sara Duterte-Carpio clarified.

Duterte-Carpio said on Monday, November 9, during her live interview via 87.5 FM Davao City Disaster Radio that vulnerable people are allowed to get their DQR, but can only go out for essential travel or accessing essential goods.

"Mag-remind lang ko sa tanan nga we allow them to get their DQR because lain-lain ang circumstances sa different households. Naa gyu'y mga minors nga nagagawas for essential travel. That does not mean na kung allowed sila for DQR, allowed na sila nga manggawas para mag suroy-suroy (I am reminding everyone that we allow them to get their DQR because different households have different circumstances. Some minors go out for essential travel. That does not mean that if they have their DQR, they are allowed to go out for leisure)," Duterte-Carpio said.

The mayor's statement is in consonance to the October 22, 2020 guidelines of the Inter-Agency Task Force (IATF) where it stated that the vulnerable sector includes those from ages below 15 and over 65 years old, with immune-deficiency, comorbidity, or other health risks, who are advised to remain in their residences.

The mayor emphasized that the city is still under modified general community quarantine (MGCQ) and non-essential travels and gatherings are still prohibited.

"Not just for minors, sa tanan sa atoa diri sa Davao City, because there is a modified general community quarantine. Duna pa'y quarantine. So, everyone must stay home, except katong kinahanglan mogawas to access goods or essential services (Not just for minors but everyone here in Davao City, because there is a modified general community quarantine. There is still quarantine. So, everyone must stay home except those who need to go out to access goods or essential services)," Duterte-Carpio said.

Section 17 of Executive Order 57 defines goods and essential service as "all goods and services relating to the human need for food, hospital/health and wellness/medicine, money, work or shelter."

Meanwhile, the DQR registration will resume on Wednesday, November 11, but only for establishments.

As for individual registration, the mayor said the city would have to announce once the system is ready.

DQR is a city electronic contact tracing and travel pass platform intended to be implemented for several purposes. This is in response to the rising Covid-19 cases in the city.

The QR code system was supposed to be implemented on November 7 but was postponed to November 23 following the technical glitches and errors in the registration process.
