MEMBERS of the 15th Infantry Battalion participated in the Serbisyo Caravan of the local government unit (LGU) of Hinoba-an in Bugtong Kahoy, Barangay Asia, Hinoba-an, Negros Occidental on November 6, 2020.

The activity bears the theme "Serbisyong Negrosanon para Hinoban-on" as part of the Retooled Community Support Program (RCSP) of the National government to End Local Communist Armed Conflict (Elcac).

The RCSP aims to address the community's identified issues by closing the governance, security, and development gaps; providing the community their needs; and ensuring sustained development and peace is promoted.

The activity supports President Rodrigo Duterte's Executive Order 70 or the Whole-of-Nation Approach to End Local Communist Armed Conflict.

Barangay Asia, having been identified by security forces as CPP-NPA-influenced barangay, is among the priority barangays in the 6th District of Negros Occidental for clearing from CTG influence.

Amid the threat of Covid-19, the government delivered various services and programs to the residents of Barangay Asia, Hinoba-an, particularly in Sitio Bugtong Kahoy, Sitio Payab-on Dash 5, which benefited hundreds of individual.

Hinoba-an Mayor Ernesto Estrao expressed his gratitude to 15IB and the other government line agencies for their effort, support, and commitment that contributed to the activity's success.

15IB commanding officer Lieutenant Colonel Erwin Cariño extolled the RCSP of Hinoba-an for the success of Serbisyo Caravan.

"This is what Executive Order 70 or the 'whole-of-government approach' can do for our country, bringing government closer to the people. Let's continue to work hand in hand and implement this approach because your support and our collaboration is a critical component in ending this insurgency," Cariño said.

"Your Philippine Army, together with the local government units, agencies, and partners for peace, are united in delivering the needed service to the people, particularly in the Geographically Isolated and Disadvantaged Areas," Cariño added.
