Davao City police vow to improve EO implementation

DAVAO City Police Office (DCPO) Chief Kirby John Kraft said there should be no room for confusion and disconnect in the implementation of Covid-19 guidelines in quarantine control checkpoints since the provisions are "clearly stated."

Kraft told SunStar Davao in a phone interview on Thursday, November 26, 2020, that DCPO will improve its implementation of the city's executive orders (EOs) at checkpoints, following the recent comment of Davao City Mayor Sara Duterte-Carpio in a radio interview that there are errors in the enforcement of guidelines among law enforcers on the ground.

Duterte-Carpio told DCPO to review the guidelines as the implementation drew ire and caused confusion among residents.

The mayor said there is no vague order in the guidelines and EOs since the provisions are "clearly" stated.

Kraft, for his part, agreed on the mayor's pronouncement, saying that they will abide by her mandate and vowed to avoid these errors.

"Napakaliwanag po nung guidance ni ma'am [Sara], yung executive order. Yung pinalabas namin na memo, napakaliwanag din (The guidance, coming from the issued executive order of Mayor Sara, is very clear. We also released a memo, which is also according to her EO, is also very clear)," Kraft said, adding that he also issued a memorandum to all checkpoint personnel summarizing the recent provisions of the city's EO.

He also added, "Iko-comply natin yung sinabi ni Mayor Sara na i-review ‘yung ating policies (We will comply with the order of the mayor to review the issued policies)."

The city’s top chief said prior to the implementation of the EO 62, which aims to limit the non-essential movement of people, on November 17 and EO 63, designating the city as a restricted local government unit, they already placed large tarpaulins indicating the requirements and provisions to those who will be allowed to go out and get in the city boundaries.

"Nandoon lahat ng requirement. Kaya namin pinagawa before para makita ng mga police para wala na silang dahilan na magkakamali sila. Pag nagkamali sila i-report niyo sila para magawan natin ng action," he said.

(The comprehensive list of requirements is already there. That is the main reason why we mounted those tarpaulin at checkpoints so they won’t have any reason to have errors in the implementation. If there will be errors in the enforcement, please report it to us so that we will be able to take action.)

Kraft urged those who encountered instances of harassment at city checkpoints to immediately report to them for them to take action.

He also reminded them not to air their complaints online as these won't help them address their concern.

He also asked for the public's cooperation and patience as their personnel are only complying with the enforcement of the quarantine measures.

“Remember our police are working 12 hours a day. Kung ikaw tumayo sa gitna ng kalsada sa ganitong panahon na mainit, siguro maiintindihan mo kung bakit medyo ganon (If you were in their shoes, standing on the streets in this hot weather, you might also understand their situation why they could have acted as such),” Kraft said.
