Barrita: Marijuana mahimo kahang legal sa Pilipinas?

Gitangtang sa United Nations (UN) Commission on Narcotic Drugs (CND) niadtong Disyembre 2, 2020, ang cannabis o marijuana gikan sa talaan sa most dangerous drugs. Sa boto nga 27 pabor, 25 supak ug usa ka abstention, ang 53 ka member states sa CND mitangtang sa marijuana gikan sa 1961 Single Convention on Narcotic Drugs.

Sud sa 59 ka tuig, ang marijuana gitipon sa makamatay ug maka-adik nga mga drugas sama sa mga opioids ug heroin. Ang UN niingon nga ang resulta sa botasyon mag-iway sa dan sa pag-ila sa medicinal ug therapeutic effects sa marijuana subay sa mga rekomendasyon sa World Health Organization (WHO).

Dinhi sa Pilipinas, si Kongresista Antonio Albano nipasaka niadtong Hulyo 1, 2019 sa House Bill 279, “An Act Providing Right of Access To Medical Cannabis As A Compassionate Alternative Means Of Medical Treatment, Expanding Research Into Its Medicinal Properties And For Other Purposes.”

Si Senate President Vicente Sotto III, kanhi chairman sa Dangerous Drugs Board (DDB), niingon nga ang Republic Act No. 9165, ang Dangerous Drugs Act of 2002, nagtugot sa “compassionate use” sa cannabis ug sa paggamit sa therapeutic effects niini, basta gimonitor ug gitugotan sa DDB ug sa Philippine Drug Enforcement Agency (PDEA).

Ang Section 2 niini nagkanayon, “The government shall, however, aim to achieve a balance in the national drug control program so that people with legitimate medical needs are not prevented from being treated with adequate amounts of appropriate medications, which include the use of dangerous drugs.”

Sa sayo ning tuiga, ang DDB niuyon “in principle” sa usa ka resolusyon nga magtugot sa paggamit sa CBD alang sa grabe nga kaso sa epilepsy subay sa taho sa WHO nga nagkanayon, “In humans, CBD exhibits no effects indicative of any abuse or dependence potential ... To date, there is no evidence of public health-related problems associated with the use of pure CBD.”

Matod pa ni DDB Undersecretary Benjamin Reyes, ang CBD mahimong marehistro bisan wa pay balaod kon kini anaa sa “medicine form.” “Just like opiates, morphine, those are dangerous drugs, but in medicine form, it can be used. Cocaine is used for anesthesia,” matod pa ni Reyes.
