American 'sex offender' nabbed in Ginatilan

A 55-YEAR-OLD American fugitive and alleged sex offender was arrested in a joint operation conducted by operatives of the National Bureau of Investigation (NBI)-Central Visayas and Bureau of Immigration (BI) in his house in Barangay San Roque, Ginatilan, Cebu on Thursday afternoon, December 10, 2020.

Special Investigator Maria Contessa Lastimoso, media liaison of the NBI-Central Visayas, said Donald Robert Tyler is the subject of a warrant of arrest dated November 4, 2019 and issued by the Circuit Court of the State of Oregon for Sodomy in the First Degree.

Based on oregonlaws.org, sodomy in the first degree is a Class A felony.

It states that a person commits sodomy in the first degree if he engages in oral or anal intercourse with another person and if he or she subjects the victim to "forcible compulsion."

Authorities said Tyler immediately left the United States of America upon the issuance of a warrant and arrived in the Philippines on November 9, 2019 from Bangkok, Thailand to Cebu.

The US Department of State Diplomatic Service, Office of the Overseas Criminal Investigation at US Embassy Manila through US Attache Michelle Michaued requested the assistance of NBI-Central Visayas to locate and trace Tyler's whereabouts.

Tyler was found to have a Filipina common-law wife and was residing in Ginatilan, Cebu.

The NBI-Central Visayas said Tyler is now in the custody of the BI after he was booked at NBI office Thursday night.

Lastimoso said the US Government requested for a Warrant of Deportation with the BI as Tyler does not have a valid US passport as all passports issued to him were already revoked by the US government. (WBS)
