IAS recommends dismissal of cop tagged in Parojinog sexual assault

THE Philippine National Police-Internal Affairs Service (IAS) has recommended the dismissal of Police Colonel Jigger Noceda, who was accused of sexual assault by detained former Ozamiz City vice mayor Nova Princess Parojinog.

IAS inspector general Alfegar Triambulo said Noceda was found guilty of two counts of grave misconduct, one for act of lasciviousness and one for rape by sexual assault.

He said the recommendation was submitted to PNP Chief Debold Sinas for approval.

In October, Parojinog’s legal counsel, with the assistance of the PNP Women and Children’s Center, filed rape charges against Noceda, then the chief of the PNP custodial center, before the Quezon City Regional Trial Court.

Noceda has since been relieved from his post.

In her account, Parojinog said he was sexually assaulted by Noceda on two occasions -- first on June 9, 2020 and the second was on September 7, 2020.

She said on June 9, Noceda called her to his office to inform her that they can already accept visitors and her daughter is already waiting for her in the visiting area.

But she said before she stepped out of the office, Noceda asked if they could take a “selfie” but he pushed her off the wall and kissed her.

Shocked by what happened, Parojinog said she immediately walked out of the room and rushed to the visiting area and told her daughter about the incident and asked her to relay it to her lawyer.

On September 7, 2020, Parojinog said she again requested to talk to Noceda about any possible court orders, which she should be aware of but as she was about to go back to her quarters, Noceda again pushed her off the wall and touched her private parts.

She said Noceda told her that no one would listen to her even if she screams for help nor he will be fired even if she filed a complaint.

Parojinog said the official also asked her if she can still get pregnant.

She said she was able to free herself from Noceda by telling him that someone can see them through the windows.

While on his way out, Parojinog said Noceda was laughing while telling her that she will be dreaming of him in the night.

Parojinog said Noceda already apologized to her but she is determined to pursue the case.

Aside from the rape charges, Noceda was also accused of torturing an inmate when he was still assigned to the Carmona Cavite police office in May 2015. (SunStar Philippines)
