Negros Occidental floods leave 2 dead

A SECOND wave of flash floods hit the Third District and other northern Negros areas Friday night, January 8, 2021, up to early Saturday morning, January 9, that resulted in two casualties.

Marvito Yap Lumanog, 43, was found dead, Saturday after his flood-hit house made of light materials fell on him in Hacienda San Herman, Barangay Guimbalaon, Silay City.

A cadaver of a male victim was also found in a creek Sunday in Purok Santan, Barangay Zone 11, Talisay City. The victim, who was not yet identified as of Sunday evening, was believed to have drowned due to the strong current of the water.

The flash floods triggered by hours of moderate to heavy rains brought by the tail end of a frontal system forced thousands of residents in the Cities of Talisay, Silay, Victorias, and the town of E.B. Magalona to return to evacuation centers as floodwaters reached neck-high in some barangays in the district.

Talisay City reported 2,964 families comprising 13,588 persons from 16 barangays were affected by the massive flooding.

It also totally damaged 13 houses while partially damaged 50 others, a report from the city government showed.

An online appeal was also made to the public to donate used clothes and relief goods for the flood victims.

In Silay City, 2,402 persons (600 families) were affected by the floods, of which 1,941 (591 families) were evacuated, a report from the city's Disaster Risk Reduction Management Office said.

The floods also destroyed six houses and passageways and damaged 14 other houses in 19 barangays affected, while the Matigay and Matigoy rivers overflowed, a report from the city said.

Landslides were also reported in the mountain barangay of Patag, with no casualty.

In Victorias City, 1,197 families with 5,985 members had evacuated as the Malogo River overflowed, hitting the relocation site.

In E.B. Magalona, at least three villages were flooded and several residents were also brought to the town's evacuation centers.

The flooding also hit the province's First and Second Districts.

Floods also hit Barangays Paraiso, Fabrica, Poblacion 2, Rafaela Barrera, Malubon and Rizal, while a small landslide was also reported in Fabrica, Sagay City.

The flooding affected 162 families with 712 individuals in Cadiz City.

A house was also destroyed and one was damaged in Cadiz City, Mayor Salvador G. Escalante, Jr. said.

In Escalante City, which is part of the First District, trapped residents in Barangay Jonobjonob were rescued as a portion of the national road

was flooded and rendered impassable for a few hours.

Hours before the rains came on Friday, Third District officials led by Representative Francisco Benitez, together with Governor Eugenio Jose Lacson, launched a dredging operation in Victorias as part of the response to the January 1 flash floods that affected some 15,000 families and destroyed and damaged hundreds of houses in Talisay, Silay, Victorias and E.B. Magalona.

In Bacolod City, as of Friday afternoon, floods hit portions of a residential area in Barangays 3 and Singcang-Airport, portions of the national roads along Carvic and in front of a shopping mall in Barangay Mandalagan, Lacson Street, and the area along the flyover in Barangay Singcang-Airport, Araneta Street, Purok Masinadyahon in Barangay Bata, Barangay 4, Purok Santol (Buri road) in Barangay Mandalagan, Parreno Street in Barangay 28, GK village in Barangay Banago, and Hernaez Extension in Barangay Taculing, the City Disaster Risk Reduction and Management Office reported.

The floods quickly subsided. No major evacuation was conducted, although heavy rains continued on Friday evening until early Saturday morning.
