CPSU denies bidding anomaly

THE Central Philippines State University (CPSU) and its Bids and Awards Committee (BAC) slammed the "posting of a fake article" and the airing of "lies" that "drag the good name of the university and its committee without first ascertaining the factual antecedents and circumstances surrounding the matter in issue."

In a press statement from the Kabankalan City-based CPSU dated January 13, 2021, CPSU and its BAC, in denying an alleged bidding anomaly, said "the actions taken by the CPSU BAC is within the legal bounds...

particularly the guidance of the DBM (Department of Budget and Management) Circular Letter 2010-19 dated December 30, 2010 with strict adherence to the provisions of Republic Act 9184, otherwise known as the Government Procurement Reform Act."

"It is a total lie to impute that CPSU BAC failed to post the scheduled Public Bidding at the PhilGEPS portal as maliciously highlighted in the subject (social media) posting. Likewise, it is irresponsible to maliciously insinuate to the listening public that corruption was committed and that CPSU as an institution is teaching its students (about corruption)," the statement signed by CPSU Public Information Office added.

"CPSU and its BAC assure the public that all legal requirements provided for bidding of the subject Construction of Annex Two-Storey College of Engineering Building were strictly observed and satisfied pursuant to the law," it said.

"CPSU and its BAC assert that the negligent and irresponsible posting and sharing the same online including the irresponsible broadcasting thereof using terminologies that invite and insinuate corruptions are malicious and public imputation that tend to cause dishonor, discredit or contempt of person named therein and the CPSU Community, which act is sanctioned (by existing laws).... (we) are humbly urging the source of the said fake and libelous news item including those who reposted and shared said article... to cease and decease in posting the said item and the irresponsible insinuations of misdeeds in the matter in issue," the statement added.

"CPSU maintains its stand not to tolerate any and all forms of destructive actions under the cloak of journalism and shall avail the legal remedies allowed and provided for by our laws to protect its good name as well as the interest of the CPSU Community. Let this CPU humble position on the matter serve legal notice to those who are responsible of said posting, reporting and broadcasting of fake and libelous news item," the CPSU added.
