Bzzzzz: Can Guadalupe revise mayor’s EO on Sunday outing? Mocha Uson, alleged fake news spreader, denies Robin Padilla impregnated her.

THE Barangay Council of Guadalupe, Cebu City Friday, January 22, passed a resolution prohibiting “all residents” of the barangay from going out of their dwellings on Sundays “within the contagion season and during this recent period.” Exempted from the ban: Apors (authorized persons outside residence) for “urgent and emergency reasons.”

While the Guadalupe council worries over the rise of infections in the barangay, the trend in many city barangays (only 22 of 80 barangays have zero cases) appears to be the same: as of Wednesday, January 20, the Covid-19 numbers per Department of Health-Central Visayas tally were 60 new cases with 21 recoveries, raising the total active cases to 689, a 438 percent surge from the 128 cases on January 1. The barangay resolution does not cite figures on Covid-19 transmissions, except to say that the number of cases is rising. As of January 22, Friday, Guadalupe was No. 1 in the Top 10 with new cases: 50.

Guadalupe is the biggest barangay population-wise, per 2015 census, with 61,238 people or 6.54 percent of the city’s total population.

Lahug and Tisa, 61,000 and 38,000 respectively, trailed far as second and third.

The resolution, certified by Barangay Captain Manuel Gacasan, cited these to support the move: increase in the number of new infections in the barangay; stay-at-home order not “fully observed”; health protocols not followed despite the “strict implementation”

The ban, contained in Resolution No. 21-011 (series of 2021), will start “this Sunday, January 24, 2021” until it is lifted by the Barangay Council.

Two quick questions: Can a barangay council repeal or revise and executive order of the mayor? Must it not just be considered a recommendation until approved by the mayor in coordination with the city’s Emergency Operations Center, which has an Inter-Agency Task Force representative in it?

The ban appears to revise drastically the mayor’s existing rule, which allows all residents to get out of their house, especially on Sundays, subject only to control numbers? (Starting last August 9, in the early weeks of MGCQ or modified general quarantine, even the control numbers were removed.) Thus, the Guadalupe resolution limits the permit to go out of residences to the so-called Apors and only for urgent and emergency reasons.

Alleged victimizer 'victimized'

REMEMBER Esther Margaux Justiniano Uson -- aka Mocha Uson, dancer, singer, model, blogger and co-founder of the group called Mocha Girls -- who before and after she joined the government, has been caught and/or accused several times of spreading false news?

Uson was formerly with the presidential communications group as assistant secretary for social media and secretary to Presidential Communications Operations Office chief Martin Andanar and is now deputy administrator for membership and promotion at Overseas Workers Welfare Organization.

Uson says she is a victim of “fake news” consisting of a rumor that she was impregnated by movie actor and her fellow Duterte supporter Robin Padilla. She blames supporters of Vice President Leni Robredo for spreading the alleged lie. Not true, Uson insists, saying she and Robin are being targeted because they are loyal supporters of the president.

Her denial carries a video of herself lifting weights while wearing a sports bra and joggers, displaying a flat stomach. It cannot be immediately determined when the video was taken.

As her alleged victims in the past who struggled to clear their name, Mocha Uson finds it tough to quell the rumor about herself. VP Robredo, for example, still has not dispelled the rumor about her alleged love affair with a married man.
