MABALACAT CITY --- The Central Luzon Link Expressway (CLLEx), connecting Cabanatuan in Nueva Ecija and Tarlac, is set to be completed by second quarter of 2021, said Public Works Secretary Mark Villar.

Villar issued the statement when he made his first drive-through at the 30-kilometer freeway the other day.

"Ang CLLEx po ay 30 kilometers long at iko-connect nya yung Cabanatuan sa Tarlac," Villar said.

The expressway has a total of five interchanges -- Cabanatuan, Zaragoza, Aliaga, and San Juan in Nueva Ecija and one in Tarlac, according to the Department of Public Works and Highways (DPWH) chief.

"Meron po itong limang interchange including the Cabantuan and Tarlac interchange, the Zaragoza, Aliaga and San Juan," he said.

Villar said travel time from Cabanatuan to Tarlac will be reduced from 70 to only 20 minutes once the expressway opens. "Kapag natapos po ito, bibilis ang biyahe from Cabanatuan to Tarlac from 70 minutes to only 20 minutes."

He said this vital link, which will also connect eastern and western provinces in Luzon Central Luzon, is seen to spur economic development in the region.

"So napakalaking bagay for the economy at bahagi po ito ng Luzon span expressway network masterplan ni President Duterte. Kaya makikita niyo po sa Region 3, malakas din ang presence ng Build Build Build program ni President Duterte," Villar said.

CLLEx is not a Public-Private Partnership (PPP) and will be free once it opens to motorists, according to Vilalr.

"Ang kagandahan po nito, kapag natapos po ay libre. So, this is not a PPP and our target to open this is on the second quarter of this year," he said.

"Sa ngayong po ay 91 percent na ang na-complete sa Centra Luzon Link Expressway and by the second quarter of this year, we can expect the delivery and substantial completion," he added.
