Sinas issues freeze order on Cebu drug lord’s assets

THE assets of a big-time drug lord living in Brgy. Cubacub, Mandaue City, were frozen on Friday, Feb. 19, 2021, after police led by Philippine National Police (PNP) chief Gen. Debold Sinas implemented a court-mandated freeze order.

Sinas, who was in Cebu Friday led police and officials of the Anti-Money Laundering Council (AMLC) in the implementation of the freeze order against the assets of Charlie Duhaylungsod, including a large house situated in an exclusive subdivision in Cubacub worth P14 million when he first bought it.

Based on a recent appraisal conducted by the AMLC, the house is now worth P20 million.

Duhaylungsod, who was arrested in 2019 during an anti-illegal drug operation, said a total of P47 million worth of his assets were frozen.

Mel Racela, AMLC executive director, said aside from the house, more properties owned by Duhaylungsod including those based in Ozamiz City were also frozen by the court.

Also frozen by the court were nine bank accounts owned by Duhaylungsod with total deposits worth P3 million.

Racela said after six months, they will file a civil forfeiture case before the court so that they can confiscate Duhaylungsod’s assets in favor of the government.

“These are a series of investigations by the PNP and AMLC. It started in Ozamiz and then moved to Cebu, so the properties in both cities were frozen,” Racela said.

Aside from Duhaylungsod’s assets, the AMLC is also petitioning the court to freeze the assets of his drug group.

Sinas described Duhaylungsod as one of the country’s biggest drug lords, who has expanded his operations in the cities of Cebu, Mandaue and Lapu-Lapu and in Cebu Province.

Duhaylungsod reportedly sources his drugs from the notorious Parojinog drug group in Mindanao, with whom he has strong affiliations.
