IPM-CDC plans to purchase property for Bacolod landfill

THE IPM-Construction and Development Corp. (IPM-CDC) is planning to purchase a property to be used as a sanitary landfill of Bacolod City through public-private partnership (PPP) ventures with the city government, the IPM-CDC’s consultant said.

Horrace Yap, consultant of IPM-CDC, said in a press conference on Saturday, February 20, 2021, that the IPM-CDC is trying to purchase property adjacent to the existing sanitary landfill in Barangay Felisa.

“We are trying to purchase a property for the city’s sanitary landfill because cell no. 2 is already full of garbage. We will propose a PPP so that it will not be hard for the city to find a new landfill,” he said.

He added the IPM-CDC will purchase 15 to 20 hectares for the city’s sanitary landfill so that it will last long.

Yap noted that they are still finalizing their plan to be submitted to the city and they are hopeful that it will materialize this year.

Mayor Evelio Leonardia earlier said cell no. 2, with a short life span of two to three years, is smaller than cell no. 1, which will last for five to seven years. After its completion, the city needs to strictly enforce the waste segregation policy.

In 2018, the city government implemented the “no segregation, no collection” policy, but the program was a failure because residents were still not observing the proper ways of disposing of garbage.

Vice Mayor El Cid Familiaran, chairman of Solid Waste Action Team, earlier said most of the city residents were not complying with the waste segregation and that Bacolod is still zero in terms of compliance.

He said based on the report of the garbage hauler IPM-CDC, majority of the households in various villages have no compliance.

“Supposedly, the IPM-CDC will not collect the unsegregated waste, but because of health issues they continued collecting the unsegregated wastes,” he added.
