Convenors: Revolutionary Government can solve Covid-19 woes

LOCAL convenors of the Federal form of government said that problems brought by coronavirus disease 2019 (Covid-19) could be promptly addressed under the Revolutionary Government (RevGov).

According to Kapampangan convenor Lawyer Franciso “Arlene” Buan Jr., under RevGov the president could be given “extra-ordinary powers” in handling serious problems besetting the country, particularly the lingering effects of the global pandemic.

Buan is the national spokesman of the Mayor Rodrigo Roa Duterte-National Executive Coordinating Committee (MRRD-NECC) that serves as lead convenor group that organized the Peoples National Coalition (PNC).

He added that government programs and projects can be expedited under a RevGov where vital laws like the passage of Indemnification Bill "would be fast."

The Indemnification Bill was certified by Malacanang as urgent and was recently signed into law by President Rodrigo Duterte after a few weeks of deliberations in both Houses of Congress. It serves as a prerequisite in the purchase of Covid-19 vaccines.

Buan said other lingering serious problems in the country including the EDSA traffic situation could be solved under the RevGov.

However, he emphasized that having a RevGov is just transitory as the ultimate objective is to have a federal form of government in place.

Buan also clarified that the group known as PNC for Revolutionary Government Towards Federalism will not have President Duterte as holdover chief executive after June 30 next year.

“[RevGov] is not meant to perpetrate President Duterte in power. We had a declaration that he will abide by his term of office which ends on June 30, 2022," he said.

The PNC group now has 12 million members worldwide, with 5.3 million members in the Philippines.

Asked if the Federal form of government can be adopted before the president steps down, Buan said that “it is still possible within the next 16 months."

He cited that under the Revolutionary form of government adopted by the Cory Administration shortly after the 1986 EDSA People Power uprising, a new Philippine Constitution was framed and approved within a one year period.

Buan said that on February 22, 2021, the PNC declared a Revolutionary Government and has written President Duterte to lead it and “harken the call of the people.”

The group is still awaiting response from Malacanang.
