Lapu-Lapu relaxes quarantine restrictions

LAPU-LAPU City Mayor Junard "Ahong" Chan issued a new executive order that provide guidelines while the city is under modified general community quarantine (MGCQ)

Executive Order (E)O 2021-011 or "An order establishing the updated Omnibus Guidelines to be Observed During the Period of Modified General Community Quarantine (MGCQ) in the City of Lapu-Lapu" will take effect March 8, 2021.



HIGHLIGHTS OF THE EO

Health protocols
  • All residents, workers, or travelers to Lapu-Lapu City are required to wear a face mask and face shield in public places.
  • Social distancing shall be strictly observed at all times.
  • The Lapu-Lapu City Police Office and all Lapu-Lapu City barangays are directed to intensify the apprehension of individuals who do not follow the health protocols, such as wearing of face mask, face shields, proper social distancing, and compliance of the 50 percent venue capacity limitation.
  • All business establishments shall also observe health protocols within their premice.
Home quarantine
While under MGCQ status, the following persons are to stay at home at all times:
  • 15-years-old and below
  • 65-years-old and above
  • Those with immunodeficiency, co-morbidities, or other health risks
  • Pregnant women
An individual is only allowed to leave his/her residence for the following reasons:
  • Accessing essential goods and services
  • Availing medical procedures
  • Reporting to work (establishments that are allowed to operate during MGCQ)
  • Other activities permitted during MGCQ
Health protocols to be followed in public transportation
  • Mandatory wearing of face mask and face shields for all passengers and drivers (Face mask only).
  • -Observe physical distancing
  • -Observe curfew period from 10 p.m. to 5 a.m.
  • -Reduce passenger capacity
Curfew
Workers on night shift duty are to present the following documents:
  • Company ID
  • Certificate of employment stating that the company is operating during MGCQ and the worker's specific work schedule
  • A copy of the company's business r special permit.
Liquor and video/karaoke ban
  • Drinking any type of liquor in any public place, including roads and stress in the city is prohibited.
  • Transportation and selling of liquors are allowed only in groceries, supermarkets, authorized liquor distributors, and like.
  • Karaoke/Videoke is prohibited from 7 a.m. to 5 p.m and 10 p.m. to 7 a.m. in commercial and public areas in the city every Monday to Friday.
Coding for private vehicles and quarantine passes suspended
Establishments not allowed during MGCQ
  • Beerhouses and similar establishments whose primary business is serving alcoholic drinks
  • Kid amusement industries
Movement to and from area under ECQ, GCQ adn MGCQ
  • Lapu-Lapu City will honor documents required by Cebu City and Mandaue City.
  • The movement of all types of cargoes by land, air, the sea within and across areas placed under any form of community quarantine shall be unhampered.
  • Checkpoints will continue to operate to ensure that protocols on strict home quarantine are observed.
  • Acceptance letters, travel authority, negative RT-PCR test, medical certificate, and other documents for returning local residents, authorized persons outside residence (APORs) are no longer required.
