Barangays to submit disaster plans before budget approval

THE Cebu City Disaster Risk Reduction and Management Office (CDRRMO) is pushing to include the requirement of a Barangay Disaster Risk Reduction and Management (BDRRM) Plan before approving the barangays’ 2021 annual budget.

There are 26 barangays in Cebu City that have not submitted their BDRRM plan yet.

In a letter to Cebu City Councilor David Tumulak dated March 1, 2021, CDRRMO officer-in-charge Ramil Ayuman recommended to Tumulak to lobby the measure to the Cebu City Council.

Ayuman said it has been long overdue since the barangays were asked to submit their BDRRM plans, but some still failed to do so.

“In this regard, CCDRRMO recommends for the barangays who did not comply to explain to your office before the approval of their Annual Budget for CY2021,” wrote Ayuman in his letter.

Based on the list provided by the CDRRMO, the barangays which have not submitted their DRRM plans are Agsungot, Busay, Cogon Ramos, Kamputhaw, Lahug, Luz, Parian, Pulangbato, San Antonio, San Jose, Santa Cruz, Sirao, T. Padilla, Tinago, Zapatera, Babag, Basak Pardo, Bulacao, Calamba, Guadalupe, Inayawan, Kinasang-an, Mambaling, Tabunan, Tagba-o and Toong.

Sought for comment, Inayawan Brgy. Captain Kirk Bryan Repollo told SunStar Cebu that he had submitted the barangay’s DRRM plan on Feb. 4.

Busay Brgy. Captain Maria Christina Famador and Lahug Brgy. Captain Hazel Ann Empleo, in separate interviews, said they had also submitted their barangay DRRM plans, along with their proposed budget.

Empleo said she was not informed that barangays had to submit the BDRRM plan separately.

However, she said her barangay is ready to submit it anytime.

Cogon Ramos Brgy. Captain Omar Durano Sr. said they will submit their DRRM plan next week, adding the barangay DRRM committee chairman was not able to process it immediately.

Kinasang-an Brgy. Captain Susan Enriquez said she is yet to follow up the barangay committee chairman, but she said they have a DRRM plan.

The other village chiefs had yet to respond to SunStar’s queries as of press time. (JJL)
