THE Philippine National Police (PNP) on Monday, April 5, 2021, implemented a major revamp due to the upcoming retirement of several senior officials from the service.
PNP spokesperson Brigadier General Ildebrandi Usana said Major General Emmanuel Luis Licup, Directorate for Comptrollership (DC) head, was placed on a non-duty status and was transferred to the Office of the Chief PNP (OCPNP) ahead of his retirement on Friday, April 9.
Licup, a member of the Philippine Military Class of 1987, served as the regional director of Police Regional Office-Mimaropa (Mindoro Oriental and Occidental, Marinduque, Romblon and Palawan) and Police Regional Office 9 before he was designated as head of the Directorate for Operations and eventually as DC chief.
Replacing Licup is Brigadier General Rodolfo Azurin Jr. from the Directorate for Information and Communications Technology Management (DICTM). His post will be occupied by Brigadier General Alexander Jadoc Sampaga who came from the OCPNP.
From Ilocos Police Regional Office, Brigadier General Randolf Balonglong was transferred to the OCPNP. His post will be filled by Colonel Enrique Magalona, who came from the Western Mindanao Directorate for Integrated Police Operations (DIPO).
Brigadier General R’win Pagkalinawan, director of PNP-Cordillera, was transferred to the Police Holding and Accounting Unit (PHAU) under the Directorate for Police Records and Management (DPRM).
He will be replaced by Brigadier General Ronald Lee, head of PNP-Drug Enforcement Group (DEG). Replacing Lee is PNP Chief Debold Sinas’ former senior executive assistant, Brigadier General Remus Medina.
Also transferred to PHAU-DPRM were Brigadier Generals Juluis Lagiwid from the Directorate for Police Community Relations, Erson Digal from the Directorate for Logistics, Conrado Gongon from the Communications and Electronics Services, and Samuel Rodriguez from the Bangsamoro Police Regional Office.
Rodriguez, who is set to retire also this month, will be replaced by Brigadier General Eden Ugale who is from the OCPNP.
Colonel Edwin Wagan from Eastern Visayas Police Regional Office will be taking Digal’s post while Brigadier General Patrick Villacorte from Western Visayas Police Regional Office will replace Gongon.
Wagan will be succeeded by Colonel Salvador Alacyang from the Anti-Kidnapping Group while Villacorte’s post will be filled by Colonel Rudolph Dimas from the Calabarzon Police Office.
Dimas will be replaced by Colonel Emmanuel Hebron from the National Capital Region Police Office.
Also part of the reshuffle were Colonel Marlou Martinez who will be transferred to the Integrity Monitoring and Enforcement Group (IMEG) from DIDM, Colonel Ramil Montilla from IMEG to Civil Security Group (CSG), Colonel Randy Peralta from CSG to OCPNP, and Colonel Fernando Reyes Ortega from NCRPO to OCPNP.
Usana is also set to retire from the service on April 21 while Lieutenant Cesar Hawthorne Binag, PNP deputy chief for operations and concurrent commander of the Joint Task Force Covid Shield, will retire on April 24.
On May 8, Sinas will also reach the mandatory retirement age of 56 for uniformed personnel. (SunStar Philippines)
