TO guide local government units in setting up efficient vaccination centers, the Visayas Vaccination Operations Center (VVOC) launched a community vaccination plan manual on Wednesday, April 14, 2021 at the Oakridge Studio in Mandaue City.

The manual is written by Melquiades Feliciano, a retired military general and National Task Force against Covid-19 deputy chief implementer for Visayas.

During the launch, Office of the Presidential Assistant for the Visayas Secretary Michael Dino said that the manual was written according to the guidelines set forth by the National Government, with the guidance of the Department of Health 7, and in collaboration with Project Balik Buhay.

Dino cited Mandaue City as the first to successfully implement community vaccination in the Visayas, becoming a benchmark for other localities.

“Before today, we have already seen the manual to be effective as we conducted a pilot test in Mandaue City. Hence, this handbook manual should be cascaded to the local government units in the Visayas,” Dino said.

During the pilot testing in Mandaue City, the time it took from checking the vital signs, assessment, counseling to the vaccination was about 10 to 15 minutes while post-vaccination monitoring took around 30 minutes.

“So we expect that one patient can get the whole process done in just less than an hour when he shows up for his vaccination schedule. Yet we hope to do better,” Dino said.

He said the manual is one of the ways that show how VVOC is “proactive” in preempting potential hurdles during vaccination of individuals against coronavirus disease 2019 (Covid-19).

“Mass vaccination during a pandemic wherein we need to observe health protocols is not as simple as we think. It has to be nearly perfect with clockwork precision. Masterlisting and scheduling are the most important considerations to effectively and successfully do it,” Dino said. (NRC/With WBS)
