Van Vugt: What is wrong with Manny Villar?

PEOPLE keep on asking me this question. In order to be able to answer that question, I did some research in the daily media. I found this information.

A report of the Senate Committee of the whole found that Villar had failed to declare a conflict of interest in the C-5 road extension project in Las Piñas and Parañaque cities. Villar was paid for right-of-way by the government and the value of the real estate owned by his firms increased because this was traversed by the road project.

Regarding the psychological report about Noynoy Aquino that was spread around in the media, I can only say this: using a fictitious or a fake document goes deeply into the integrity and character of a person, who is very vital for anyone seeking public office, how much more the presidency.

In addition to this, a friend of mine supplied me with a certified true copy of the Privilege Speech of then Congressman Joker Arroyo against then Speaker Manny Villar. In this speech, Joker Arroyo filed nine different charges against Manny Villar as Speaker of the House. All charges are related to the Code of Conduct and Ethical Standards for Public Officials and the Anti-Graft and Corrupt Practices Act of the Constitution. In layman’s terms, it all has to do with conflict of interest of a government official who is in the same time a businessman.

Villar is one of the richest businessmen in Asia. He owns or controls the Carmella and Palmera Homes and the Household Development and Palmera and Communities Philippines, two corporations which received loans and financial accommodations from government agencies such as PAG-IBIG, SSS and GSIS to finance his business purposes.

Villar controls also the Capitol Bank which received loans and financial accommodations from the Bangko Sentral ng Filipinas. All this is in violation of the Constitution.

Villar authored or co-authored bills which were designed to benefit his own business interests, again in violation of the Anti-Graft Law of the Constitution.

A lawyer who becomes a government official is supposed to stop his law practices. A businessman who becomes a government official must stop his business activities. It is as simple as that.

One bill co-authored by Villar mandates banks to extend to housing loans credits that are not utilized for agriculture and agrarian purposes. In other words, loanable funds for agriculture and agrarian credit are to be re-channeled to housing, which is Villar’s business.

The national Home Mortgage and Finance Corporation is presently bankrupt. Increasing the capitalization of a bankrupt GFI benefited Speaker Villar’s housing companies.

Manuela Corporation, owned by the family of the wife of Speaker Villar, received a total syndicated loan from SSS and GSIS of P3 billion. The direct loan to Manuela Corporation is a first in SSS history.

Speaker Villar’s companies have developed a total of 5,950 hectares or almost 60,000,000 square meters of CARP lands into residential subdivisions without the appropriate DAR authorizations. 60,000,000 square meters is as big as the entire areas of Makati and Las Piñas.

With his ill-gotten wealth, Villar can buy candidates like Satur Ocampo, whose principal concern is supposed to be the Land Reform Program and yet he allies with Villar who is the biggest violator of the same program.

Villar has spent his ill-gotten wealth on ill-conceived campaign ads through which he can buy the votes of the ordinary people and even corrupt the minds of innocent children. Remember the case of Baby James who cried out the name of Villar in front of a crowd of Noynoy supporters.
