Gihulagway ni Garganera nga ang open space magsilbi nga green areas aron adunay mahanggap nga preskong hangin, makapakunhod sa kalangas sa trapik, makapabugnaw sa palibot nga makaayo sa katawhan.
“With the rapid development in the City in terms of high rise buildings and expensive subdivision projects, there is a need to balance urbanization and environmental sustainability,” tipik sa resolution ni Garganera.
