Kini nagpasabot nga ang mga overseas Filipino workers (OFW) ug returning overseas Filipinos (ROF) nga mga Sugboanon di na ipailawom pa sa laing swab test sa pag abot nila sa ilang mga LGU.
Nasubay kini sa Executive Order (EO) 17 ni Garcia.
