Napolcom approves recruitment of over 17,000 cops

THE National Police Commission (Napolcom) has approved the recruitment of additional 17,314 policemen to boost police strength in the country.

Napolcom Chairman Eduardo Año said the recruitment aims to replenish personnel losses, increase personnel strength, enhance police visibility, and improve police-to-population ratio and peace and order condition in the operational areas covered by the respective Police Regional Offices (PROs) and National Support Units (NSUs).

The 1,000 regular recruitment quota shall be allotted to the National Capital Region Police Office (NCRPO) in the first recruitment cycle, while the 16,314 attrition recruitment quota is allotted to regional offices.

The Police Regional Office (PRO)-Ilocos will get 350 additional personnel; PRO-Cagayan Valley with 400; Central Luzon and Calabarzon with 750; Mimaropa with 450; Bicol Region with 850; PRO in Western Visayas, Zamboanga Peninsula, Davao, Soccsksargen, Caraga and Cordillera with 100 each; PRO-Central Visayas with 650; PRO-Eastern Visayas with 1,200; PRO-Northern Mindanao with 150; PRO-Bangsamoro Autonomous Region with 1,700; and NCRPO with 5,000.

For the NSUs, the following is the allotment of the attrition recruitment quota for the first and second cycles:

* Anti-Cybercrime Group (ACG) - 200

* Communications and Electronics Service (CES) – 350

* Criminal Investigation and Detection Group (CIDG) – 200

* Crime Laboratory (CL) – 500

* Explosive Ordnance Disposal and Canine Group (EOD/K9) – 100

* Health Service (HS) – 500

* Headquarters Support Service (HSS) – 150

* Intelligence Group (IG) – 100

* Legal Service (LS) – 100

* Maritime Group (MG) - 1,000

* National Police Training Institute (NPTI) – 250

* PNP Drug Enforcement Group (PNP DEG) – 514

* PNP Retirement and Benefits Administration Service (PRBS) – 100

* Police Security and Protection Group (PSPG) – 150

* Special Action Force (SAF) – 100

* PNP Training Service (PNPTS) – 150

The Philippine National Police (PNP) is required to strictly follow the existing rules and regulations on the recruitment, selection and appointment of Patrolman and Patrolwoman, as well as the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) Omnibus Guidelines in the Implementation of Community Quarantine in the Philippines; otherwise, they would be subjected to administrative sanctions.

PNP Chief General Guillermo Eleazar said the police will use the quick response or QR system, which will make it difficult for anybody to interfere, and will ensure that only the best applicants will be hired.

“Gaya ng ipinangako ko sa aking pag-upo bilang CPNP, gagamitan natin ng quick response o QR codes ang mga applications ng mga gustong magpulis. Walang pangalan o mukha, panay QR code, sa buong application process. Sa ganitong paraan ay hindi na uubra ang padrino system at tanging sariling credentials at kwalipikasyon ang magdadala sa ating mga aplikante,” he said.

The PNP chief added: “Wala nang backer-backer. Wala nang kailangang lapitang opisyal o kakilala sa loob. Sasalain po nating mabuti at dadaan sa patas na proseso ang lahat ng ating mga bagong recruits. Pipiliin lamang natin iyong mga indibidwal na kwalipikado, may integridad, may puso para sa serbisyo publiko at talagang karapat-dapat mapabilang sa aming hanay.” (SunStar Philippines)
