CLI donates house building for informal settlers

A HOMEGROWN developer based in Cebu has donated a P115 million five-story socialized housing condominium to the informal settlers of Barangay Lorega-San Miguel, the first and tallest socialized housing project to be owned by the government in the Visayas and Mindanao.

Department of Human Settlements and Urban Development (DHSUD) Secretary Eduardo del Rosario said the medium- rise building (MRB) tenement housing will benefit 100 renters, which is a donation counterpart of Cebu Landmasters Inc. (CLI) in compliance with the balanced housing program of the national government.

“What we require is that the ownership of the land must be with the local government unit as its equity to be involved in our housing program,” del Rosario said during the signing of the memorandum of agreement and groundbreaking ceremony on Friday, June 18, 2021.

The project sits on a 1,350- square-meter property that is accessible to employment opportunities.

According to del Rosario, the condo units will be up for rent to the informal settlers, and after five to 10 years, if they can already own a home elsewhere, the units can be rented to other families.

The housing condominium is expected to be completed in a year.

According to CLI, the units will serve as transition housing for informal settlers along rivers, creeks, the sea and other danger zones.

Beneficiaries will be selected by the Department of Welfare for the Urban Poor and Local Housing Board in compliance with the city’s Local Shelter Ordinance.

Cebu City Councilor Raymond Alvin Garcia, committee on housing chairman, said this partnership project has no cost for the City Government, nor did any money go to the City Hall.

The lot where the medium-rise building is located is owned by the City Government while CLI is in charge of the construction of the building, he said.

“At the end, that building will be turned over to us,” said Garcia.

He said the Division on the Welfare of the Urban Poor and the Office of the Mayor have yet to come up with a guideline on the setup once informal settlers will occupy the units. By informal settlers, Garcia meant those whose houses were located in a private property and were demolished, as well as those living along the riverbanks.

Meanwhile, CLI chairman and chief executive officer Jose Soberano III urged other developers to follow suit so more marginalized families can have homes over their heads.

“This is how housing should be done to help the sector that has not been given that much attention. This unserved sector, for one reason or another, has been left out. What we’re hoping for in CLI is not just to be able to donate out of obligation or compliance but hopefully, other developers will follow suit,” he said.

Each of the units from the second to the fifth floors will have a gross floor area of 25 square meters, bigger than the 22 square meters required for socialized housing units.

The project will include open spaces, parking areas, a chapel and a multi-purpose training hall where livelihood training can take place. It will also be provided with ramps to benefit persons with disabilities and senior citizens. (JOB/JJL)
