Ombudsman orders Drilon to answer raps

The Office of the Ombudsman-Visayas has ordered Dr. Julius Drilon, Medical Center Chief II of Corazon Locsin Montelibano Regional Hospital to file his counter-affidavit within 10 days on the Abuse of Authority and Misconduct charges filed against him by the hospital's former assistant chief nurse, Milagros Atienza.

In an order dated May 20, 2021, Director Gaudioso Melendez of the Ombudsman-Visayas stated that enough basis to proceed with the criminal investigation of the case was found against Drilon.

On July 15, 2019, the Ombudsman through Acting Director-Field Investigation Bureau of the Office of the Ombudsman informed Atienza in a letter that her complaints against Drilon for Conduct Unbecoming/Abuse of Authority has been forwarded to the Case Records Evaluation Monitoring and Enforcement Bureau for docketing of formal Administrative Charge while matters pertaining to Recruitment, Hiring and Promotion irregularities at CLMMRH were referred to the Civil Service Commission Regional Office VI in Iloilo City for information and appropriate action.

On alleged questionable procurement at CLMMRH, which appears to be not ripe for resolution, further fact-finding was recommended on allegations that CLMMRH entered into a Supply of Patient Linen and Laundry Services for three years in 2015 through Public Private Partnership scheme with Medicotek, Inc. which was found to be highly irregular and Supply of Nutrition and Dietetics Services with Blue Basil Food Avenue, Inc.The delivery started in December 2015 but several issues cropped up raging from over-priced itemz delayed deliveries, poor quality that even bordered to being unfit for human consumptions, the Ombudsman further stated.

The complaints filed by Atienza against Drilon was previously investigated by the Department of Health Internal Audit.

Drilon could not be reached for comment as of this posting.

Atienza who was assistant chief nurse of the Clinical Services Department., Nursing Division of CLMMRH was placed under constructive dismissal before and was dismissed by Drilon on March 8, 2021.*
