Familiaran urges police, barangay officials to implement GCQ rules

BACOLOD City Vice Mayor El Cid Familiaran urged the Bacolod City Police Office (BCPO) and barangay officials to monitor business establishments within their areas of jurisdiction that are not allowed to operate under the general community quarantine (GCQ).

Familiaran, chairman of Bacolod City Inter-Agency Task Force (IATF), on Friday, July 1, 2021, said the implementing agencies such as the BCPO, barangays, and volunteer groups should monitor business establishments that are not allowed to operate under the GCQ.

“It’s their main obligations or functions to see to it that the executive order will be implemented in the city,” he said.

On June 30, Mayor Evelio Leonardia issued Executive Order No. 35, placing Bacolod City under GCQ from July 1 to 31, 2021, pursuant to the decision of the National Inter-Agency Task Force for the Management of Emerging Infectious Diseases NIATF-MEID) and for other purposes.

Section 4 of the EO states that businesses not allowed to operate under the GCQ include entertainment venues with live performers such as karaoke bars, bars, clubs, concert halls, theaters, and cinemas; recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, and similar venues.

Also not allowed are amusement parks or theme parks, fairs/peryas, kid amusement industries such as playgrounds, playroom, and kiddie rides; Casinos, horse racing, lottery and betting shops, and other gaming establishments, except as may be authorized by the IATF or the Office of the President for the purpose of raising revenue for the government.

Traditional cockfighting and operation of cockpits, and outdoor/indoor sports courts or venues for contact sports, scrimmages, games, or activities are also prohibited from operating, the EO further stated.

Familiaran said barangay officials along with their personnel can monitor business establishments within their areas of jurisdiction.

“Those who will violate the EO will be given penalties or will be reprimanded for the cancellation of the business permit,” he said.

Section 11 of the EO stated that daily curfew hours will also continue to be observed from 10 p.m. to 4 a.m.

The selling of liquor, wine, beer, or any alcoholic or intoxicating beverage will only be allowed from 12 p.m. to 6 p.m. However, the selling and/or consumption of such alcoholic beverages in authorized public places shall continue to be totally banned and prohibited.
