COA report: 632 ineligible individuals from Cebu City included in SAP

THE state auditors found out that 632 individuals from Cebu City were considered ineligible beneficiaries and yet they were included in the Social Amelioration Program (SAP).

The Commission on Audit (COA), in its audit report, stated that 632 unqualified beneficiaries received a total of P3.79 million.

The state auditors reported that some recipients have returned the cash they received, while 632 ineligible beneficiaries have not returned the cash as refunds.

The COA found out that the involved individuals are currently employed in the barangays or the local government unit of Cebu City.

The COA recommended to the Cebu City Government that the special disbursing officer and the City Development and Social Welfare Officer send demand letters to the 632 individuals for the refund.

The COA also recommended to the City Legal Office to investigate for administrative, civil, and criminal actions, if warranted.

Cebu City Administrator Floro Casas Jr., in a press conference on July 14, 2021, said the City will not conduct an investigation nor send demand letters since this program involves the Department of Social Welfare and Development (DSWD).

Casas said that the proper party to send demand letters and conduct investigation should be the DSWD. (JJL)
