THE local government units (LGUs) in Central Visayas are starting to upload data to meet the July 31, 2021 deadline of the Department of Information and Communications Technology (DICT) 7’s establishment of Covid-19 vaccine certificates for international travel.
DICT 7 Director Frederick Amores urged LGUs to fast-track their encoding of data of vaccine recipients in the Vaccine Information Management System (VIMS).
“The DICT encourages the LGUs to really update and be consistent in uploading of their line lists information so that when citizens already need to get vaccine certificates, once the system is fully done, they will be issued one,” Amores said.
Everything will be electronic and will be emailed to the recipient, he said.
DICT Undersecretary Manny Caintic said, in an earlier report, that vaccination certificates to be issued by the DICT with a tentative date in August cannot be falsified because each will contain a unique quick response (QR) code.
The VIMS was created in partnership with the World Health Organization and International Air Transport Association.
The DICT said the Vaccine Administration System (VAS) or D-VAS is part of the VIMS developed by the department in support of the national immunization program of the government. The VIMS is composed of the VIMS – Immunization Registry for master listing and pre-registration for vaccination and the D-VAS for the directory of vaccine recipients.
The Inter-Agency Task Force Resolution 85, issued on November 26, 2020, provided for the creation of the Data Resiliency for Ease of Access and Management (Dream) Team for the design, development, deployment, monitoring and evaluation of the Philippine Covid-19 Vaccine Information System.
The Dream Team is composed of the DICT as the chair, Department of the Interior and Local Government, Department of Health, Department of Science and Technology, Philippine National Police Directorate for Information and Communications Technology Management and the Armed Forces of the Philippines Information Systems Management Division.
