Proof of ownership needed for bicycle registration

TO ENSURE that the bike for registration belongs to its rightful owners, the Davao City Transport and Management Office (CTTMO) will include the proof of ownership as one of the guidelines for bicycle registration in accordance with the Amended Bike Lane Ordinance.

In an interview with Davao City Disaster Risk Radio (DCDR) 87.5 FM Tuesday, August 10, CTTMO head Dionisio Abude said the proof of ownership could be in the form of a receipt when the bike was purchased to make sure that the person registering the bike to the barangay is the actual owner.

“Dapat naa gyud tay i-[present] na mag-prove na siya gyud ang tag-iya. Kung wala na siyay resibo, pwede man na siya mag-adto sa barangay for barangay clearance to prove. Or affidavit of loss. Daghan gyud pamaagi to prove na iyaha gyud nang bike,” he said.

He added this guideline is to make sure that stolen bikes are not registered by the one who stole it but instead by the rightful owners.

Abude said City Ordinance 0068-2021, or the Amended Bike Lane Ordinance, states that “bicycle registration is mandatory for the purpose of orienting the bicycle or light mobility vehicle.”

“Dapat muadto gyud sila, ma-interview sila, ma-orient sila kung unsa ni atong bicycle lane ug paggamit sa traffic rules and regulations. Muagi gyud sila og orientation para makabalo pud sila sa rules and regulations and penalties,” said Abude, who added that the respective barangays where the bikers reside will lead the registration process.

Currently, the CTTMO’s Franchising and Regulatory Division is preparing to coordinate with the barangays to make policies and needed documents in assisting the barangays once the amended Bike Lane Ordinance is ready for implementation. This is also to help the barangay workers to be more familiar with the bike registration process.

Full implementation of the City Ordinance 0063-2021 or the Amended Bike Lane Ordinance will be 15 days from publication in newspapers after Davao City Mayor Sara Duterte-Carpio signed it and the Implementing Rules and Regulations have been released.

Bike registration

Registration for the bikes will cost P20 per bike annually. During the registration, the bikes will be assessed whether they are safe to use along the road or not.

“Thereafter, a waterproof sticker with license number shall be attached as proof that the bicycle or light mobility vehicle has already been registered,” said Abude.

Requirements that bikers should prepare before registering their bikes include (1) helmet or protective headgear, (2) reflectors or other warning lights, (3) bell or horn, and (4) working brakes.

During the assessment, the biker must be able to present all four requirements.

CTTMO will be collecting all the registrations from different barangays in the city to create a database of all bikers in the city.
