Bacolod council seeks suspension of motor vehicle inspection system

THE Bacolod City Council has approved a resolution appealing to President Rodrigo Duterte through Department of Transportation (DOTr) Secretary Arthur Tugade to suspend anew the private motor vehicle inspection system (PMVIC) implementation of the Land Transportation Office (LTO).

The resolution, authored by Councilor Wilson Gamboa Jr., was approved during the regular session of the City Council on Wednesday afternoon, August 18, 2021.

Gamboa said on August 9, the Central Office of the LTO decided to impose the above named DOTr also known as PMVIC only in the area of Silay, Talisay, Bago, Murcia and Bacolod City. Out of 11 identified emission testing in the area of the Lone District, only the reclamation PMVIC is authorized to accommodate all the vehicles in the specified above area.

He said the implementation of the PMVIC cannot accommodate all vehicles in said areas and will cause their renewal of registration to lapse giving the LTO to impose penalties on late registration.

Gamboa noted that DOTr Memorandum Circular No. MC-SC-2021-02 directs the LTO to establish the Geographical Areas of Responsibility for every PMVIC for purposes of determining compliance with the emission and inspection requirements for the renewal of registration of light vehicles and motorcycles.

“This implementation of PMVIC is untimely because it is implemented during the pandemic,” Gamboa said.
