Mati City implements granular lockdowns

FOLLOWING a surge in Covid-19 cases, the Mati City Government started imposing granular lockdowns in several households that have clusterings of Covid-19 cases or even those considered as close contacts that are under home quarantine.

Mayor Michelle Nakpil Rabat issued Executive Order (EO) No. 86 Series of 2021, directing the execution of the zoning containment plan in barangays with clustering of Covid-19 cases, as well as the formation of Barangay Zoning Containment Teams (BZCT).

Prior to the issuance of the said EO, the Department of Health has placed the entire province of Davao Oriental under Alert Level 3.

Under EO 86, barangays are now tasked to manage the zoning containment strategy in their respective barangays under the supervision of the Mati Incident Management Team.

“Subject barangays shall establish control points using functionaries in all its access to the areas under ZCS and strictly control the movement of people depending on the zoning classification,” the EO read.

The barangay is tasked to provide food packs to affected families in critical zones (CrZ) with the LGU through the City Social Welfare and Development Office augmenting food pack supplies as the need arises.

Granular lockdowns, or focused lockdowns, only affect sitios, puroks, and households with Covid-19 positive patients or close contacts that are under home quarantine.

As of August 23, the city has already breached over 500 active cases for the month of August.

"Kini gumikan sa paspas nga pagtakod-takod sulod sa kabalayan, buhatan, ospital, ug mga pasilidad sa panlawas diin ang usa ka dunay Covid-19 makatakod sa dili muubos sa tulo ka close contacts niini," the city said in a separate statement.

(This is due to the widespread transmission within households, establishments, hospitals, and other medical facilities wherein a Covid-19 patient can infect at least three closed contacts.)

The local government also said the surge in cases in the city can be attributed to the intensified surveillance testing of the Mati Incident Management Team. This is to fast track the isolation, trace, quarantine of close contacts.

The city also noted a surge in cases at isolation facilities despite the discharge of nearly 100 patients.

Patients with Covid-19 and severe respiratory infection (Sari) are referred to the triage area in the city’s Alternate Care Site while waiting to be transferred to a bigger hospital for treatment.

As of Monday, 15 percent or 16,960 Matinians have been fully vaccinated, although the city said this is still far from the targeted herd immunity of 107,455 individuals.

Since 2020, a total of 2,009 residents of Mati have been infected with Covid-19. This is 1.3 percent of the city’s population.

“Buot pasabot niini nga dakong parte pa sa populasyon sa Mati ang delikadong matakdan gawas na lang kung ang katawhan mutabang sa atong gobyerno sa striktong pagpatuman sa atong health protocols,” the city said.

(This means, a huge population of Mati is on the brink of getting infected unless the public will adhere to the government’s mandate to strictly observe health protocols.)

The local government discouraged the public from mass gathering, while offices are advised to provide adequate ventilation in offices and establishments to curb the spread of the virus.
