Vinoya out, Baluyan in as 3rd ID commander

BRIGADIER General Noel Baluyan is now the acting commander of the 3rd Infantry Division (ID) after Major General Eric Vinoya, who bowed out of the military effective yesterday due to retirement.

Vinoya has already reached the mandatory retirement age of 56.

Prior to his appointment, Baluyan was the assistant division commander of the Army’s 3rd Infantry (Spearhead) Division.

The 3rd ID Change of Command Ceremony was held at Camp Gen. Macario Peralta Jr. in Jamindan, Capiz, yesterday, September 6, and was presided by Major General Andres Centino, commanding general of the Philippine Army.

The ceremony was witnessed by the 3rd ID stakeholders, field commanders, and men and women of the division and some local government officials.

Vinoya expressed his gratitude to Armed Forces of the Philippines, Philippine Army, Army Visayas Command, Spearhead troopers, and stakeholders for trusting and supporting him during his stint as 3rd ID commander.

In his assumption speech, Baluyan extended his profound gratitude to Centino for allowing him to act as the caretaker of the 3rd ID for the moment, pending the official orders from the national command authorities of the official designee as commander of the division.

“It is my great honor to stand before all of you today as the acting commander who will follow a great lineage of respectable commanders that has championed security and stability, set an example of a committed Philippine Army, and secured a course of peaceful development and progress for nearly five decades in Western and Central Visayas,” Baluyan said.

He also assured everyone of maintaining the division’s Operations Tempo to sustain the gains of the previous commanders no matter how short the duration of his acting capacity would be.

Prior to his designation as assistant division commander and now acting division commander, Baluyan was the commander of the 302nd Infantry (Achiever) Brigade based in Camp Leon Kilat, Tanjay City, Negros Oriental.

Centino, for his part, expressed confidence in Baluyan in continuing the 3rd ID’s momentum in achieving and winning peace, which was started by his predecessors, the local government units and other stakeholders in the division’s area of operation.

“Be assured that the Headquarters, Philippine Army will give its full support to 3ID to fulfill its mission to maintain stability and prosperity in the Visayas Island,” Centino said.

The Army commanding general also encouraged all Spearhead Troopers to continue their unwavering dedication to service and remain focused on their mandate of serving and securing the land.

He urged all members of the division to give the same support to Baluyan as they did to Vinoya for attaining their vision and to become capable Spearhead Troopers that will contribute to national pride. (TDE)
