LTO Central Visayas opens CSR facility in Cebu City

MOTOR vehicles and motorcycle dealers and manufacturers will no longer have the reason to delay new registrations now that the Land Transportation Office (LTO) Central Visayas opened its new Certificate of Stock Reported (CSR) Facility at the LTO Regional Extension Office in N. Bacalso Avenue, Cebu City.

CSR is one of the mandatory requirements for the initial registration of a motor vehicle and motorcycle in LTO offices.

"Let's consider this the office that issues the birth certificate of a brand new vehicle. In the past we struggled with accusations that we are very inefficient, maraming kaming backlog with the New Registrations," said LTO Central Visayas Regional Director Victor Emmanuel Caindec during the official opening and inauguration of the facility, Tuesday, September 21.

Caindec added that due to the complaints of the public relating to their new registrations, they had to convince their national offices to approve the requested facility.

"We work very hard and we also had to explain very hard to our bosses in DOTr (Department of Transportation), in LTO Central Office, to convince them that we are working very hard to address the backlogs, now we have zero backlogs. Yet people complain, dili daw sila mahatagan sa ilahang rehistro. And as we took a deep dive, we investigated, we also were able to find out that there are dealers that sell their vehicles or motorcycles, to their clients even before the issuance of a CSR," he added.

LTO Central Visayas Cebu City District Office chief Joel Maloloy-on, who is also the head of LTO Central Visayas' CSR facility, explained that all data of a vehicle coming from its dealers or manufacturer must be encoded through the facility.

"Ang CSR facility sad dili ka encode sa data sa mga sakyanan unless dili siya online ang mga data gikan sa Bureau of Customs (BOC)," said Maloloy-on.

He added that to protect the integrity of every data of a vehicle, only the Central Office can issue the CSR in the past.

But with the growing number of vehicles, it has expanded to National Capital Region (NCR), Central Luzon, Davao Region, and now Central Visayas.

"This facility will ease the processing of our new registration program in LTO 7. This will address the long queueing of registration which is a long clamor of our fellow Cebuanos and the clients of the LTO 7 that the processing of the new registration will take too long," said Maloloy-on.

Based on the data of LTO Central Visayas' New Registration Unit (NRU), around 8,000 to 15,000 vehicles are being registered to their system every month.

Maloloy-on said that they are anticipating the same numbers of vehicles that will process their CSR through the region's CSR Facility.

Currently, LTO Central Visayas has two CSR Facilities, one in their regional office in Barangay Subangdaku, Mandaue City, and the latest is in Cebu City.

Every CSR costs P209 per unit.

DOTr Assistant Secretary Atty. Mark Steven Pastor for Road Transport and Infrastructure, who graced the event, said that this is a dream come true for DOTr Secretary Arthur Tugade who always wish services for every Filipino.

Caindec also thanked the officials of DOTr and LTO for the approval of the said facility.

"This CSR facility will now allow manufacturers coming from Manila or any part of the country to come to Cebu and register their newly built vehicles and issue the CRS. We are trying to solve the problem at the very core of the system." (PR)
