7 mayoral aspirants, 3 vice-mayoral hopefuls in Cebu City

A TOTAL of seven aspirants for the Cebu City mayorship filed their certificates of candidacy (COC) from October 1 to 8, 2021.

Based on the Commission on Elections (Comelec)-Cebu City records as of 5 p.m., seeking the mayoral seat are Edgar Viola Concha (Independent); Margarita "Margot" Osmeña (Laban ng Demokratikong Pilipino [LDP]); David Tumulak (Independent); Juanito Bombase Luna (Independent); Michael Lopez Rama (Partido Demokratiko Pilipino–Lakas ng Bayan [PDP-Laban]); Jose Carmelotes Layon (Reporma), and Crisologo Saavedra (Independent).

Three aspirants also vie for the position of Cebu City vice mayor. They are Francisco "Bimbo" Fernandez (Liberal Party), Franklyn Ong (LDP) and Raymond Alvin Garcia (PDP-Laban).

Five also seek to be north district congressman, 20 for north district councilor, three for south district congressman and 22 for south district councilor.

Sought for his assessment for the eight-day filing of COC from October 1 to 8, Comelec Cebu City North District elections officer and lawyer Chaunsey Boholst said it was "organized and orderly."

"Although, naay uban nga karon nga last day, naay mga supporters, pero didto ra man g'yod sila sa gawas sa barrier. Inside sa barrier padung sa opisina g'yod mismo aa sulod, organized g'yod kaayo, orderly," he told City hall reporters.

He also said aside from minimal glitches like wrong forms and unnotarized forms, the actual filing of the COCs went smoothly for the entire eight days.

Meanwhile, first to file his COC on the last day of the filing was incumbent Cebu City Councilor Joel Garganera, who is seeking reelection as councilor for Cebu City north district.

Garganera was accompanied by his family on Friday morning.

Garganera and his family wore color red shirts as "tribute" to his original Kusug Party, which is also part of the Barug, Kusug, Panaghiusa, PDP-Laban, and Marino coalition.

"Twenty years ago, (in) 2001, I ran for city councilor, Kusug, that's my party no. So, I told the mayor, can I pay tribute to my original (color), so ni-approve sad siya. Anyway, the Barug is a coalition of these different political parties," he said.

Garganera said he already informed Cebu City Acting Mayor Michael Rama, who is also seeking mayorship for the city, that he would be filing ahead of them because he had meetings regarding matters at the Covid-19 Emergency Operations Center, which he also heads as the deputy implementing officer.

The rest of the Barug PDP-Laban slate also filed their COCs by batch,starting with the first three aspirants: Dr. Peter Mancao, Jun Alcover, Harry Erran (first batch) and followed by James Cuenco, Renato "Junjun" Osmena, Jocelyn Pesquera, Rey " Sting Rei " Gealon, and Francis Esparis, Noel Gonzales Wenceslao Jerry Guardo, Jepoy Labella, Melvin Legaspi, and Maria Pino.

North District Representative aspirant Niña Mabatid and South District Representative Aspirant Edu Rama also filed their COCs Friday.

Moreover, independent councilor aspirant for South District Philip Savior Zafra also filed his COC through his lawyer Monday morning, while incumbent South District Councilor Dondon Hontiveros, who is also seeking reelection, filed his COC on Friday noon through his representative. Hontiveros visited the Comelec-Cebu City office later in the day.

Mary Ann delos Santos, a councilor aspirant of the Bando Osmeña-Pundok Kauswagan (BOPK) party also filed her COC, a day later after the second batch of the BOPK aspirants filed their COCs.

As the last one to file her COC for her party, she was accompanied by BOPK standard-bearer Margot Osmeña, her husband, former Cebu City Mayor Tomas Osmeña, and Congressman Rodrigo "Bebot" Abellanosa.

She said she was supposed to file her COC with her party members, but she had prior commitment.

"I will continue to be the voice of the ordinary people. I will champion the 93-1 (issue). I want that once and for all. That's a very big issue that will impact especially the north (district) residents," she said.

Edwin Jagmoc, incumbent barangay councilor in Barangay Sambag 2, also filed his COC on Friday as he vies for a seat in the Council.

Chaunsey said there is still time for withdrawal and substitution of candidates until November 15, on the grounds that the aspirant either died or had been disqualified for the position. (WBS)
