Mandanas-Garcia ruling orientation held in Aurora

CITY OF SAN FERNANDO -- Farmers, agricultural and fishery councils (AFCs), municipal agriculturists and provincial agriculturists attended the orientation on Mandanas-Garcia Supreme Court Ruling on September 13 in Poblacion, Baler, Aurora.

The orientation also included talks on Executive Order 138, BABay ASF, Farm and Fisheries Clustering and Consolidation (F2C2) program and Kadiwa's Ani at Kita.

It was conducted by the Department of Agriculture Central Luzon Regional AFC to prepare farmers for the coming year.

In addition, the orientation was conducted to clarify the newly implemented Mandanas-Garcia Supreme Court Ruling in which local government units (LGU) will directly manage part of the funding from the National Government to meet local projects and programs.

“Before, as with the collection of the Bureau of Customs, it was the national government that decides where the funds will be used. Now, because of the Mandanas-Garcia ruling, 40 percent or 193.8 billion will go to the LGU and the LGU will decide where to use the 193.8 billion,” said Ariel Dayrit, supervising budget specialist from the Department of Budget and Management

In addition to the Mandanas-Garcia ruling, the credit assistance offered under the agri-fishery credit programs of the Agricultural Credit Policy Council, which can help our farmers and fishermen of Central Luzon, was also discussed with Aurora farmers.

Despite the said ruling and executive order, DA Central Luzon continues to provide services to farmers and fishermen from the provinces of Aurora, Bataan, Bulacan, Pampanga, Nueva Ecija, Tarlac and Zambales.
