THE total crime incidents in the country over the past 63 months dropped by almost 50 percent as compared to the last five years of the previous administration, Philippine National Police (PNP) Chief Guillermo Eleazar said on Friday, October 29, 2021.

Eleazar said from 2010 to 2015, the PNP recorded 2.67 million crime incidents, while only 1.36 million cases were recorded from 2016 to 2021, representing a 49.6 percent decline.

He said these data are contained in the National Crime Environment Report derived from the Crime Information Reporting and Analysis System (Ciras), an electronic crime analytic tool that captures blotter entries and incident reports from all PNP units and offices across the country.

The biggest decrease in crime incidents was posted in Mindanao at 53.81 percent.

In Luzon and Visayas, there was a 48.42 and 45.31 percent drop, respectively.

Eleazar said there was also a huge drop of 67.76 percent on index crimes during the said period.

Index crimes include murder, homicide, physical injury, theft, robbery, rape, carnapping of motor vehicle and carnapping of motorcycle and special complex crimes of robbery with homicide, robbery with rape, robbery with serious physical injury, robbery with arson, rape with homicide, kidnapping with homicide, kidnapping with rape and arson with homicide.

The PNP said the crime against persons dipped at 64.68 percent, while crime against property fell by 69.91 percent in 2016 to 2021.

Theft, physical injury and robbery are the three most prevalent crime types common since 2010 up to present.

But Eleazar noted the decrease in the commission of the said crimes.

He said incidents of physical injury showed an 80.13 percent slump, while homicide cases decreased by 55.31 percent.

Incidents of robbery, theft and carnapping fell by 71.72 percent, 70.85 percent and 55.46 percent, respectively.

Eleazar said the PNP had also become more efficient in solving crimes as the Crime Solution Efficacy (CSE) from 2010 to 2015 was at 40.27 percent, while 78.62 percent from 2016 to 2021.

“All these marked improvements in the overall crime picture translate to better security outlook among our people and further adds to upbeat investor confidence that spur economic growth despite the ongoing health crisis,” Eleazar said. (SunStar Philippines)
