Mandaue eases mobility of fully vaxxed persons

MANDAUE City has eased its rules on mobility to give more privileges to persons fully vaccinated against the coronavirus disease (Covid-19).

It has also shortened its curfew hours.

In Executive Order 36-A issued Saturday, October 30, 2021, Mayor Jonas Cortes said persons above 65 years old may now go out of their homes for reasons other than obtaining essential goods and services or working in permitted industries, if they are fully vaccinated.

Persons below 15 years old may now also leave their homes to enter establishments allowed to operate under Alert Level 2, if they are accompanied by a fully vaccinated parent, guardian or other responsible adult.

EO 36-A amends EO 36 issued by Cortes last October 20 that provided the guidelines on the implementation of the new alert system imposed by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases that had placed Mandaue under Alert Level 2.

Under EO 36, persons below 15 years old and above 65 years old had been prohibited from leaving their homes if it was not for the purpose of obtaining essential goods and services, or for work in permitted industries and offices.

Under the mayor’s new EO 36-A, the curfew has also been shortened to 11 p.m. to 4 a.m., from the previous 10 p.m. to 4 a.m. indicated in EO 36.

The new curfew would apply to all persons, establishments and offices permitted to operate.

Curfew exemptions—which had already been made for authorized persons outside of residence, those working in business process outsourcing and other essential industries like food and food deliveries, health workers and government frontline and emergency services—were expanded to include persons transiting to the airport for travel abroad.

Among the establishments permitted to operate under Alert Level 2 are venues for meetings, incentives, conferences and exhibitions venues for social events like wedding, engagement and birthday parties; tourist attractions like libraries, museums, galleries and parks; amusement or theme parks; recreational venues like internet cafes, billiard halls, amusement arcades, bowling alleys, skating rinks, swimming pools and the like; movie houses; personal care establishments like salons, nail spas and those offering aesthetic/cosmetic procedures; fitness studios and gyms for individual non-contact exercise and sports; and fairs/peryas or kid amusement industries like playgrounds, playrooms and kiddie rides.

The whole Cebu, including Mandaue City, was first placed under Alert Level 2 from October 20 to 31.

This has been extended to November 14.
