Tell it to SunStar: China’s policies and actions on climate change

THE State Council Information Office of the People’s Republic of China released a white paper entitled “Responding to Climate Change: China’s Policies and Actions” on October 27, which documented China’s historic progress in addressing climate change, shared China’s practice and experience in addressing climate change, and its proposed responsibility. The paper also details responsible and pragmatic emission reduction targets as it strives to implement them in action.

Here are a few key points from that paper:

1. Climate change is a common challenge for all mankind. China attaches great importance to addressing climate change. As the world’s largest developing country, China has overcome its own economic and social difficulties to achieve positive results in its response to climate change. China has risen to these challenges and implemented a series of strategies, measures and actions. It even positively participated in global climate governance.

2. As China continues to develop its economy and society in a healthy manner, its carbon emission intensity has dropped significantly. In 2020, China’s carbon emission intensity will be reduced by 18.8 percent compared with 2015 and 48.4 percent compared with 2005. China has exceeded the goal promised to the international community, and saved about 5.8 billion tons of carbon dioxide, basically reversing the rapid growth of carbon dioxide emissions.

3. China is one of the countries with the fastest reduction in energy intensity in the world. From 2011 to 2020, China’s energy consumption intensity has dropped by 28.7 percent. At the same time, the transformation of energy consumption structure to clean and low-carbon is accelerating. The proportion of coal in total energy consumption has dropped from 72.4 percent in 2005 to 56.8 percent in 2020. China’s new energy industry is booming. China’s new energy vehicle production and sales scale has ranked first in the world for six consecutive years, and has become the world’s largest new photovoltaic market for eight consecutive years.

4. A response to climate change is the common cause of all mankind. In the face of unprecedented difficulties in global climate governance, the international community must take unprecedented ambitions and actions, and bravely take responsibility. The whole world needs to work together in solidarity and engage in cooperation to actively respond to climate change, and seek a harmonious coexistence between man and nature.

5. China will implement its national goals in a practical and realistic manner, strengthen greenhouse gas emission control and improve its ability to adapt to climate change. It will make greater efforts and contributions to set up a community with a shared future for mankind, and make the Earth a more beautiful home for human life.

6. As a responsible country, China has put forward a plan to solve the problem of climate change. It will actively promote the establishment of a fair, reasonable, cooperative and mutually beneficial climate governance system that contributes to China’s wisdom and strength on climate change. China has announced that it will strive to achieve carbon emission peak by 2030 and carbon neutrality by 2060. The emission reduction commitments, including a curb in the development of “high energy consumption” and “high emission” projects (with the promotion of a comprehensive green transformation of economic and social development) will be fully implemented. China has exceeded the 2020 climate action target ahead of schedule. The Chinese leaders’ proposal of “green water and green mountains are golden mountains and silver mountains” has become a general consensus for the harmonious development of China’s economy, society and nature.
