PNP chief: Drinking in police camps strictly prohibited

PHILIPPINE National Police (PNP) Chief General Dionardo Carlos reiterated on Monday, November 22, 2021, that drinking alcoholic beverages inside police camps is strictly prohibited.

Carlos reminded police units that cops who will be caught drinking inside police camps will be facing administrative charges.

“Let us follow the instruction, we will not drink in public and in the police camps,” he said in a press conference in Camp Crame.

Carlos made the statement following the incident where Police Colonel Dulnoan Dinamling Jr. attacked a subordinate, Police MSgt. Ricky Brabante, on Saturday morning, November 20, after attending a birthday party where he had a couple of drinks inside Camp Brigadier General Simeon Ola in Legazpi City.

Dinamling hit Brabante in the face with a wine glass. Brabante lost is right eye in the incident.

Carlos said Dinamling admitted having low tolerance for alcoholic beverages.

“Kinausap ko po si Dinamling and he told me 20 years ago siya po ay na-assess na mababa ang kanyang alcohol tolerance. So sabi ko bakit naman alam (mo) yan, that's your weakness, dapat yan ay iyong binantayan,” he said.

Carlos said he visited Dinamling, who is under restrictive custody of the PNP Aviation Group on Sunday, November 21, and encouraged him to immediately stand up and face the consequences of his actions.

“Kinausap ko rin po siya, so pinakinggan ko and then I reminded him just accept kung ano man ‘yung magiging result or consequences of his action but I also told him he should immediately recover from that. Bangon agad, tanggapin, nagkamali ka at kung sa tingin mo nagkamali ka, pagsisihihan mo and then take the consequences but huwag nakadapa. Tayo rin kaagad, ipakita mo na mahaba pa ‘yung serbisyo mo,” he said.

The top cop also visited Brabante and assured him that the organization will render all the assistance he needed, including in the possible filing of criminal charges against Dinamling.

Carlos said he also encouraged Brabante to go back to service after recovery.

The Police Regional Office-Bicol, headed by Brigadier General Jonnel Estomo, has created a Special Investigation Task Force, which will investigate the incident and identify the charges to be filed against Dinamling.

Carlos said he had given the task force a week to conduct the investigation.

Carlos refused to elaborate the circumstances of the incident based on the accounts of Dinamling and Brabante, saying it will all be answered following the investigation. (SunStar Philippines)
