BI nabs Lebanese in Lapu-Lapu

THE Bureau of Immigration (BI) has arrested a Lebanese man in Lapu-Lapu City, Cebu who now faces deportation.

The bureau announced Monday, Nov. 22, 2021 that intelligence operatives from Central Visayas had arrested Lebanese Rabih El Acha Hassouneh, 43, in a restaurant in Basak, Lapu-Lapu City.

A mission order had been issued against him by BI Commissioner Jaime Morente for reportedly working without the proper visa as well as for overstaying.

Hassouneh was in the middle of preparing food orders for customers when the operatives arrived to check his immigration documents, which he could not produce.

The bureau did not specify how long Hassouneh had overstayed in the country.

Hassouneh has been charged with violating the Philippine Immigration Act of 1940.

Pending the resolution of his deportation case, he will be detained at the BI’s Warden Facility in Bicutan, Taguig City, the bureau said.

Executive Order 287, s. 2000 authorizes the BI commissioner to issue mission orders directing the bureau’s officers to conduct verification and investigation operations against suspected illegal aliens, and if probable cause exists, to effect a warrantless arrest of such aliens for violating Philippine immigration laws.

According to the bureau’s website, foreign nationals who stay beyond 59 days should secure extensions of stay with the Bureau of Immigration.

Temporary visitors coming for business, pleasure or for reasons of health may extend their authorized stay every two months for a total stay of not more than two years for visa-required nationals, and three years for non-visa required nationals.

Lebanon is not among the 157 countries whose nationals can enter the Philippines without a visa under Executive Order 408, s. of 1960.

Foreigners who have overstayed for more than a year or those found overstaying by virtue of a complaint or mission order shall be referred for deportation, according to Immigration Memorandum Circular SBM 2013-003. / CTL
