Construction of P336M San Fernando Port to begin in January 2022

THE construction of the San Fernando Port Project in Barangay Poblacion, San Fernando, Cebu will begin next month after the Cebu Port Authority (CPA) finally selected a contractor following three failed biddings.

Last November 27, the CPA announced that it had received approval from the Cebu Port Commission to award the contract for the P336.11 million project to WTG Construction and Development Corp.

In a statement, CPA General Manager Leonilo Miole said the CPA would “issue the Notice of Award, sign the contract and then issue the Notice to Proceed to immediately start the groundwork and construction this January 2022.”

The Department of Transportation (DOTr) has allocated P336,114,557.47 for the project which involves demolishing the current dilapidated port and building a new roro facility.

Four bidders submitted bid documents for the Oct. 5, 2021 opening of bids.

These were Vicente T. Lao Construction, WTG Construction and Development Corp., BNR Construction and Development Corp. and the joint venture between RCDG Construction Corp., BSP & Company Inc. and Great Swiss Metal Builders Corp.

Only the bids of WTG and BNR, however, were declared eligible after the preliminary examination and evaluation of bids, the CPA said, with WTG submitting the lowest calculated and responsive bid price of P335,014,472.15.

Expected to be completed by May 2023, the San Fernando Port Project, located in the southeastern seaboard of Cebu, will cater to vessels traveling from San Fernando to Tubigon and Jagna in Bohol, to the towns of Mambajao and Mahinog in Camiguin and then finally to Balingoan and Cagayan de Oro in Misamis Oriental.

It will form part of the Central Spine Roro Route Project of the DOTr aimed at strengthening inter-island connectivity for trade and tourism through roro (roll on, roll off) facilities.

Last July, Miole said the third bidding for the San Fernando Port Project conducted on May 3, 2021 with four bidders had failed after all bids failed to comply with requirements of the Government Procurement Reform Act.

The four bidders were F. Gurrea Construction Inc., Hi-tone Construction and Development Corp., Premium Megastructures Inc. and a joint venture between RCDG Construction Corp., BSP & Company Inc. and Great Swiss Metal Builders Corp. (PR)
