THE Commission on Elections (Comelec) confirmed that registered voters who remain unvaccinated can cast their votes during the national elections that will take place on May 9, 2022.
Cebu Provincial Election Supervisor Lionel Marco Castillano told Sunstar Cebu that being unvaccinated cannot affect the individual’s right to vote.
“That would be unconstitutional,” said Castillano.
Article Five of the 1987 Constitution states that “no literacy, property or other substantive requirements shall be imposed on the exercise of suffrage.”
Comelec Commissioner Rowena Guanzon said on her Twitter account on Dec. 4 that there will be an isolated polling precinct for those who are experiencing Covid-19 symptoms. However, those individuals who are under quarantine during election day cannot cast their votes inside polling precincts.
“Congress should pass a law allowing voters to vote by mail if they want,” Guanzon said.
With regard to the teachers who will serve during the polling day, Castillano said they would prefer that they are vaccinated, not over 60 years old and without any comorbidities.
The Comelec said health protocols will be strictly imposed inside polling precincts to avoid the spread of the virus. In a resolution released by the poll body on Nov. 24, candidates are not allowed to have physical contact with the public such as handshaking, hugging or kissing.
The campaign period for the president, vice president, senators and party-list groups will be from Feb. 8 to May 7, 2022. There shall be no campaigning on April 14-15 in observance of the Holy Week.
Candidates for the House of Representatives down to the city or municipal councilors will have their campaign period from March 25 to May 7.
