Ang overseas Filipino workers (OFWs) giila nga mga bag-ong bayani sa Pilipinas. Sumala sa Department of Foreign Affairs (DFA) adunay 10 ka milyon ka mga Pilipino nga tua sa gawas sa nasod. Mokabat sa tulo ka milyon kanila mga OFWs.
Nakatabang sila sa pagpabarog sa atong ekonomiya pinaagi sa ilang dollar remittances. Sumala sa Bangko Sentral ng Pilipinas (BSP) ang mga OFWs naka-remit og $28.8 ka bilyon gikan sa Enero hangtod sa Oktubre sa 2021. Mas taas kini og 5.4 porsyento sa ilang remittance nga $27.4 bilyones sa samang panahon sa 2020.
Ang atong mga OFWs nagkatag sa lain-laing mga nasod sa kalibotan sa lain-laing mga trabaho. Tungod sa Covid-19 pandemic, daghan kanila ang nawad-an sa ilang mga trabaho. Miabot na sa kapin sa 800,000 ka mga OFWs ang namauli sa Pilipinas.
Kinsa man ang moatiman sa mga panginahanglan sa atong gitawag nga mga bag-ong bayani? Daghan ang mga ahensiya nga gitahasan niini. Apan sa kadaghan miabot sa punto nga makalibog na.
Ang maong mga ahensiya pagahiusahon ubos sa usa ka Department of Migrant Workers (DMW) nga gimugna ubos sa Republic Act No. 11641 nga gipirmahan ni Presidente Rodrigo Duterte niadton Disyembre 30, 2021.
Matod pa sa pangulo,“The establishment of the Department of Migrant Workers happens on the celebration of Rizal Day, when we honor, not only the exceptional love of country of Dr. Jose Rizal, but also the patriotism, excellence and courage of our modern-day heroes, including our OFWs.”
Si Foreign Undersecretary for Migrant Workers Affairs Sarah Lou Arriola niingon nga moagi pa og usa ka transition period sa di pa ibutang ang nagkalain-laing mga ahensiya ubos sa sa DMW.
Ubos sa Republic Act No. 11641, ang Philippine Overseas Employment Administration (POEA) maoy magsilbi nga core agency sa DMW. Ang existing POEA governing board maoy mahimong Advisory Board on Labor Migration and Development ug advisory body sa DMW secretary.
Ibutang ubos sa DMW Office of the Undersecretary for Migrant Workers’ Affairs sa Department of Foreign Affairs (DFA), Philippine Overseas Labor Offices (Polos), International Labor Affairs Bureau ug National Maritime Polytechnic sa Department of Labor and Employment, National Reintegration Center for OFWs sa Overseas Workers Welfare Administration (Owwa) ug ang Office of the Social Welfare Attaché (Oswa) sa Department of Social Welfare and Development.
Gimugna ubos sa maong balaod ang Agarang Kalinga at Saklolo para sa mga OFWs na Nangangailangan (Aksyon) Fund alang sa legal assistance sa OFWs. Lahi kini sa pundo nga gidumala sa DFA nga gitawag og assistance-to-nationals (ATN) Fund ug sa Legal Assistance Fund. (edbarrita@gmail.com)
