Former DOTr usec named new BTAO head

BACOLOD City Executive Assistant Francis Anthony Juen, a former undersecretary of the Department of Transportation (DOTr), was designated as the new officer-in-charge of Bacolod Traffic Authority Office (BTAO) effective March 8, 2022.

In Memorandum No. 23 signed by Mayor Evelio Leonardia, Juen was tasked to exercise both ministerial and discretionary functions and perform duties of the position as provided for under City Ordinance No. 230 series of 1999 and 315, series of 2002, under the direct supervision of the City Mayor’s Office.

Juen occupied the post of Police Major Ruel Culanag, who was reassigned to Iloilo City Police Office (ICPO) on January 7, 2022.

BTAO is under the management of the City Mayor’s Office (CMO).

Retired Police Master Sergeant (PSMS) Dennis Perma, in-charge of BTAO Administrative Section, was also designated by Juen as BTAO public information officer effective yesterday, March 14.

Perma said Juen was a former undersecretary of DOTr during the time of former President Gloria Arroyo and he’d been in government service for 28 years.

“His experience is a big help in BTAO to address the traffic problem in the city,” he said.*
