Digitalized anti-red tape complaints system launched

THE Anti-Red Tape Authority (Arta) launched its e-Arta Complaints Management System (CMS) that would cater to complaints from Filipinos who have experienced red tape problems to any government agencies.

The new system is Artaa's response to President Rodrigo Roa Duterte's request for government agencies to digitize their services to make them more accessible and easy for the people.

A quick response (QR) code has been released through the use of cellphones, laptops, and other gadgets. Filipinos can now report their complaints related to taking some action on their concerns. This also allows the government agencies to correct any complaints.

“Transactions should be made in the comfort of the homes of the Filipino people, transacting with the government should not be that painful and tedious in a way that we are accustomed to here in the Philippines,” Secretary Jeremiah B. Belgica, Art director general, said.

“Kadalasan nating naririnig ang salitang red tape, pero ano nga ho ba ang red tape? Kadalasan iniisip nating red tape, korupsyon yan, well related po yan, dahil magkapatid po yan, subalit meron ho silang pagkakaiba. Red tape is the excessive regulation or a rigid conformity to formal rules that is redundant or bureaucratic and hinders actions, sa makatuwid ito ay yong mga paulit-ulit na mga rekwesitos, mga pamamaraan na hindi naman po kinakailangan that is actually counterproductive but in the final analysis it adds regulatory costs, it adds regulatory burdens at nagiging sanhi rin ho ng korupsyon (Usually when we hear the word red tape, its automatically corruption, red tape is equal to corruption but it is actually just related),” Belgica said.

“Dahil kapag mahirap po yong sistema, at mahirap po yong proseso, ang tao at ang taong gobyerno ay naghahanap ng paraan kung paano papadaliin ito sa kanilang sariling paraan,” Belgica added.

The e-Arta CMS is limited to the following government agencies for the pilot implementation the Bureau of Internal Revenue, Social Security System, Department of Environment and Natural Resources, Food and Drug Administration, Department of Agrarian Reform, Land Transportation Franchising and Regulatory Board, Land Registration Authority, Bureau of Customs, Home Development Mutual Fund, and Department of Public Works and Highways.

The Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (Republic Act 11032) intends to streamline government service delivery systems and procedures. It is the Duterte administration's flagship statute that addresses priority number three of its 0+10 Point Socioeconomic Agenda. This agenda is focused on increasing the Philippines' competitiveness and ease of doing business. The bill, which was signed into law on May 28, 2018, changes Republic Act 9485, often known as the Anti-Red Tape Act of 2007.
