SSS calls out 7 erring employers in Toril

SOCIAL Security Services (SSS) called out seven delinquent employers from Toril Branch through the Run After Contribution Evaders (RACE) Program.

“Ang ilahang violations ranging from non-remittance, non-reporting ug non-registration. Ginapili nato ang mga employers through recommendation sa mga account officer (The’re violations are non-remittance, no-reporting and non-registration. They have been endorsed by our account officer),” Greta Fe Quayle said, SSS Davao Region communications officer in an interview with Disaster Risk Radio.

Quayle said the selection is based on how long is the delinquency, how big is the delinquency of the contribution, and the follow-ups from the account officers.

“For example duna tay usa ka establisyemento na sagul-sagol na ang violation, wala nagbayad og contribution ug wala pa gyud niya gireport tanan niyang empleyado, so gikinahanglan na nga anion sya (Race) (Example, there is an establishment with multiple violations they will be called out)” Quayle said.

Quayle said that before the mandate is only to post a show cause order to the establishment and due to its amendment, they are mandated to send a notice and warn employers to comply within 15 days else SSS will file a civil and criminal case against the court.

“Usual procedure na gyud sa SSS, ang dagan man gud pag naay deliquency, 30 days, mag-issue ta first og statement of account, pag dili tagdon within the period of 30 days, mag-issue na pud tag billing letter, pag di gihapon, naa sya’y 30 days to comply, dili gihapon, moabot na sa employer ang final demand letter, after the demand letter, naa nalang 10 days si employer to comply, dili gihapon, we’ll file civil and criminal case sa court (The usual procedure of SSS is that, they are given to comply within 30 days and if they will not comply, we will send them a billing letter, then we will send the demand letter that within 10 days they need to settle it and they will not do it, then we will file civil and criminal case).”

Quayle said there eight employers are subject to civil and criminal cases.

“The purpose of Race, is ipahibalo sa mga employers nga naa silay options, si SSS dili pud sya mag-expect og 100 percent nga bayad dayon, duna tay enhance installment payment (is to inform the employers that they options, they don’t need to pay it 100 percent on the spot).”

The enhanced installment payment will let employers who have delinquency of is P5-10 million for five years.

“Dili man bato si SSS, kay kabalo pud me kaning mga employers, nasamot ang ilahang kalisod sa pagbayad niadtong pandemya, we understand that na ilahang kita nalimitahan, but dili pud ni sya reason nga pabayaan ilahang account (We understand that they were affected by the pandemic, but it is not a reason not to pay their obligations).” Quayle said.

“Looy pud ang mga empleyado kay wala na sila’y pahuway sa deduction (It’s unfair for the employees because they have been continuously deducted.” Quayle expressed.

Quayle said they have received complaints that employees are not able to avail services such as salary loans due to contribution issues.

Quayle advised employees to report the complaint secretly so that they will be able to investigate the said issue.

Nevertheless, according to Quayle some employers voluntarily paid their obligation after learning the news of Race activity by the SSS.
