ALL coterminous, casual, and job order employees under the executive department of the Cebu City Government will be evaluated by the Office of the Mayor to determine whether they should continue reporting to work after June 30, 2022.
Mayor Michael Rama confirmed Tuesday, May 24, that he had issued a memorandum dated May 16, 2022 through his secretary, lawyer Dominic Diño, to inform the employees that their employment contracts would expire on June 30.
Rama said in his memorandum that the employees would undergo an evaluation to be done by an evaluation committee from the Office of the Mayor.
Under the memo, the employees would be evaluated based on the following: “kawatan (thief), tapulan (lazy), hugawan (messy), intregero (intriguer), pala-away (quarrelsome), walay nahibaw-an (ignorant), dili mo bayad og utang (does not pay debts), and mo buko-buko (backstabber).”
The memorandum cited the move as pursuant to the Department of the Interior and Local Government’s memorandum on the 2022 local governance transition.
There are over 4,000 job order employees and 3,000 casual workers who are currently in the city government’s payroll. Majority of them are under the 27 departments of the executive branch.
Rama explained to SunStar Cebu that he is only “exercising the mayor’s prerogative.”
To facilitate their evaluation, the employees were requested to submit an application letter together with the previous copy of their personal data sheet to the evaluation committee in the Office of the Mayor on or before June 16.
“Recommendations may not be entertained. Coterminous will be re-issued new appointments. Please be advised that with no appointment or job order document, you are to refrain from reporting on July 1, 2022,” the memorandum reads.
During the victory party of Barug PDP-Laban, Rama said he would not forget those persons in City Hall who had turned against him and “stabbed him in the back.”
Even before he won the election last May 9, Rama had already made pronouncements about changes in City Hall after he became chief executive late last year.
After mayor Edgardo Labella died on Nov. 19, 2021, Rama became mayor of Cebu City, being next in the line of succession as the incumbent vice mayor.
On his first day as mayor on Nov. 22, Rama announced that all regular and casual employees of the Cebu City Government would undergo evaluation to determine the renewal of their contract from January to June 30, 2022.
