CPPO flies flag in half-mast as it mourns passing of Consolacion cop

THE Philippine flag is displayed in half mast at the Cebu Police Provincial Office (CPPO) compound in Barangay Lahug, Cebu City as the police are mourning the passing of their comrade who was killed while on duty.

Staff Sergeant Careby-Clyde Alinsug from the Drug Enforcement Unit of Consolacion Police Station was killed while a police informant was hurt after a goon of a suspected drug personality, who was later identified as Reynaldo "Tatskie" Ydil, caught them conducting surveillance in Barangay Casili, Consolacion town, Cebu on Sunday night, June 5, 2022.

Hours after Alinsug was killed, Ydil was eventually gunned down early morning of the following day in his hideout in Barangay Busay, Cebu City after he attempted to fight off police officers conducting a manhunt against him.

Colonel Engelbert Soriano, chief of CPPO, said they extended P50,000 financial assistance to the family of the victim.

Soriano said Alinsug is also entitled to receive P700,000 from the Public Safety Mutual-Benefit Fund Incorporated since he was killed while on duty.

Police Regional Office (PRO) Central Visayas Director Police Brigadier General Roque Eduardo Vega also visited the wake of Alinsug and awarded a posthumous medal to the late policeman and gave financial assistance to the family of the victim.

Soriano described Alinsug as a good policeman and had not been linked to any illegal activities since he became a policeman in 2012.

“Operatiba natin yung casualty at ang pagka tao po ng ating kasamahan ay talaga namang walang iniwan na negative na komento sa mga kasamahan nya at sa community kung saan siya nakatira, so malungkot po talaga yung insidente (The casualty was our operative and we did not receive any negative comments against him from his fellow workers and residents),” Soriano said.

Alinsug entered the police service on July 2, 2012 and his first assignment was at Consolacion Police Station (CPS) on November 4, 2014 as a member of the alert patrol.

On August 31, 2018, he became assistant warrant and subpoena server and later transferred to the Drug Enforcement Unit of the CPS on February 18, 2019.

Due to the rising cases of Coronavirus disease (Covid-19) in the Central Visayas, Santillan, being a nurse, was assigned at the Regional Health Service on June 9, 2020 before he was sent back to his mother unit in Consolacion on October 8, 2020.

Vega said the death of Alinsug would not deter them from fighting illegal drugs, but would rather encourage them to intensify their anti-illegal drug operations in the region.

“Nakakalungkot ang araw na ito dahil isa sa aming hanay ang nawala. May mga anak ito at asawa na tiyak na mawawalay dahil wala na ang haligi ng pamilya.

(This day saddens us as one of our troops is gone. He has children and a wife who are dependent on him being the head of the family). PSSg Careby-Clyde Valle Alinsug is a gallant police officer of PRO7. He dedicated his life to public service and the people he has worked with and is a responsible father to his family. Despite this regrettable loss of one of our police officers, PRO7 remains committed and dedicated to protecting the Sugbuanons from these lawless criminals,” Vega said.

Soriano had not seen any lapses on Alinsug's case buildup.

The CPPO is now conducting an investigation about the drug links of Ydil in Casili and in Sitio Tarcom where he hid after committing the crime.

They believed that the drug distribution networks of Ydil had reached as far as Consolacion in Metro Cebu.

Soriano said they also coordinated with the City Intelligence Unit of the Cebu City Police Office to gather more information about Ydil and with the Bureau of Jail Management and Penology to identify the inmate at the Cebu City jail who was reported to be behind the illegal drug activities of Ydil.
