Marcos Jr. names BIR, Nica chiefs

PRESIDENT-ELECT Ferdinand "Bongbong" Marcos Jr. has named more members of his Cabinet that will head the National Intelligence Coordinating Agency (Nica) and the Bureau of Internal Revenue (BIR).

In a press statement on Saturday, June 18, 2022, Press Secretary-designate Trixie Cruz-Angeles said Marcos nominated former BIR deputy commissioner Lilia Guillermo to lead the country's tax collection agency.

Marcos also nominated retired Philippine National Police (PNP) deputy director General Ricardo de Leon as Nica director general-designate.

Cruz-Angeles said Guillermo's track record makes her qualified to serve as BIR commissioner-designate.

"Guillermo's strong background in Information Technology (IT) and her almost four decades of service at the BIR complements President-elect Marcos' objective of boosting the country's revenue through efficient tax collection," she said.

Guillermo works for the Bangko Sentral ng Pilipinas (BSP) as assistant governor.

Guillermo is credited with the effective implementation of the Philippines Tax Computerization Project that gave the BIR and the Bureau of Customs a modern tax collection system.

She also directs the BSP's IT Modernization Roadmap for 2018-2033 and leads the BSP's Technology and Digital Innovation Office.

Cruz-Angeles said Guillermo will also be joined by Lawyer Romeo Lumagui Jr. who will serve as BIR deputy commissioner for operations-designate.

Lumagui is a tax lawyer "with decades of experience who once served as the Regional Investigation Division Chief of Revenue Region No. 7B East NCR.”

De Leon

De Leon, as Nica chief, will become part of Marcos' security cluster joining other officials from the departments of Defense, Local Government, Foreign Affairs, and Justice; the Armed Forces of the Philippines (AFP); the PNP; and the National Bureau of Investigation, Cruz-Angeles said.

Nica is the primary intelligence gathering and analysis arm of the Philippine government, in charge of carrying out overt, covert and clandestine intelligence programs.

De Leon is a member of the Philippine Military Academy "Matatag" Class of 1971.

He currently serves as the president of the Philippine Public Safety College, which is the premier educational institution for the training, human resource development, and continuing education of all police, fire and jail personnel.

Other appointees

Marcos on Thursday also appointed former senator and veteran lawyer Juan Ponce Enrile as the presidential legal counsel; outgoing justice secretary Menardo Guevarra as the solicitor general; and former AFP chief of staff retired general Jose Faustino Jr. as a senior undersecretary and officer-in-charge of the Department of National Defense.
