THE Davao City Water District (DCWD) has completed the tapping works of the Dumoy Water Supply System (WSS) Line 2 ahead of its target schedule of completion.

"As of 6:30 PM of June 24, 2022, DCWD has already completed the two tapping works of the newly elevated and realigned pipeline at La Vista Monte Subd. Completion was done ahead of the 30 hours estimate," DCWD said in an online statement posted on its official Facebook page on June 24, 2022.

DCWD said with the completion of the tapping works, it will resume the operation of Dumoy WSS Line 2 "for the observation period which includes post-repair leak test to check the integrity of the tapping works and the flushing and disinfection of pipelines."

The water service provider said once these are completed, "water supply will be gradually restored in the affected areas."

In an interview on the same day, DCWD Deputy Spokesperson Jovana Cresta Duhaylungsod said in an interview on the Davao City Disaster Radio that if the draining of the pipes went well, it could hasten their work.

“Ang isa sa atoang ginabantayan karun kay ang draining, posible s’ya nga makapaspas o makapasayo sa trabaho nato onsite, we are looking at 1:00 p.m supposed to be once ma-drain na s’ya [transmission line], naay possibility nga posible nato mapasayo (The draining could hasten our work onsite. It could be as early as 1 p.m. (June 25)),” Duhaylungsod said.

Duhaylungsod said they have deployed several teams to hasten the draining works.

She also assured customers served by Dumoy WSS Line 2 that strategies were in place in case they go beyond their timeline.

“If dili nato ma-meet ang 1 p.m., within schedule pa man ta, and if ever man naa may mga challenges onsite with regards to the draining, naa man pud tay possible adjustments nga pagabuhaton (If we cannot [return water service] by 1 p.m., we are still within our schedule. If there are challenges on-site with regards to draining, we will implement some adjustments),” Duhaylungsod said.

Meanwhile, DCWD said the recovery of the normal water supply will be affected by the scheduled power interruption at the Talomo Pumping Station, which will affect the Dumoy WSS, on June 25 and 27. On June 25, 2022, there will be a power interruption from 3:00 a.m. to 11:30 a.m. while on June 27, 2022, it will be from 12:01 a.m. to 4:00 a.m.

"Thus, they are advised to continue storing water in clean and covered containers whenever water supply is available until the full recovery of Dumoy WSS Line 2 operation."

DCWD had to repair Line 2 of the Dumoy System due to the leak detected in 2021. But the leak could not be repaired because of being buried 12 meters deep. It is also risky because the soil quality on-site is prone to collapse. Hence, they opted for the repiping project.

Duhaylungsod said for them to be able to tap the pipes of the new line, they had no option but to temporarily cut off the water service for 30 hours from June 24 to 25, 2022.

The leak affected the delivery of water from the Panorama reservoirs. This has resulted in water interruptions in Buhangin, Poblacion, Bajada, Tigatto, Mandug, Cabantian, Cabaguio, Mamay Road, Lanang, Pampanga, Sasa, and Panacan.

Duhaylungsod said there were water delivery services for areas that have been tagged as critical cases.

The repiping work for the whole system is expected to be done in October 2022 but Duhaylungsod said that it will still depend on the contractor and operations team. KSD with RJL
